I agree with the OP. Classic packs and packs from past expansions should be lower in price for new players. Tough for someone new to catch up. The decline in players (while still at a healthy level of active accounts) could be the road and expense of catching up to current players. Every so often in casual I would get a newer player as an opponent in the past. Not so much anymore in the past year or so.
For the health of the game and in having a healthy player base may be a good idea to come up with a way for new players to catch up.

It takes no more time or money for a new player to build a classic collection than it took any veteran to do the same thing.
New players have been "catching up" just fine for several years now without any financial assistance from Blizzard, and the collection advantage a vet has over a newbie is greatly reduced in Standard.
If Blizzard decided to do this, I wouldn't be massively offended, but I don't think it would be a smart move on their part. Players are going to spend the amount they want to spend. Lowering the price isn't going to entice them to spend more. In fact, it will allow them to spend less in the long run. There's really no upside at Blizzard's end.

You need to refer to the sales they often have now of packs at more than half off. They understand there is a catch up needed as why they do offer a set of packs at a heavily discounted price. So with that Blizzard does see an upside as why they are doing as much as they are now compared to when they didn't at all.

They have. You get 1 free classic pack a week.
There are quite a lot of daily quests which give a classic pack.
