I know almost nothing about the lore of Warcraft in general, but something triggers me a bit. Shaman is some kind of master of elements , so it can control all kinds of elemental, such as Earth Elemental, Fire Elemental, or even wind elemental with Al'Akir the Windlord. But what is the reason why Water Elemental is mage affiliated, and Frost Elemental a neutral minion ? Is it just about gameplay or is there a reason behind that ?
Mages have been able to conjure Water elements since Warcraft 3. I don't know if there is specific lore on that subject, but it kind of make sense since mages are able to use different frost abilities meaning they must be able to control water to form ice.
It comes from the fact that historically on Blizzard games, Water Elemental was always a mage thing, since Warcraft 3 Archmages (and Antonidas moreover) can summon them, it's the same in WoW.
And for what I can remember, Shaman don't control Elementals, it's more like Elementals are helping Shamans when they hear their calling. They are not just something Shaman summons, they are almost a "nation" (don't know how to call it) in itself and Elementals used to be the equal of Old Gods.
So, yes Shamans got the most of them as they worked with the elements, but still Elemental are not bounded to them
Shaman as mentioned previously call the elements (Fire, Earth, Water, Wind) to their aid and respectively are able to summon 2 different elementals to their help - Earth Elemental and Fire Elemental. These have been been spells for the shaman class in WoW since forever.
For Water and Wind - I dont recall ever seeing shamans call upon these elementals - there are plenty of spells associated with them like Mana Tide totem (regains mana in Wow), but not actual elemental creations. Heck even Al'Akir is a god damn elemental overlord that has his own raid in WoW (like Ragnaros), so I dont see why he was ever put in shaman.
On a different subject tho, mage's frost specialisation in WoW has notoriously been famous for freezing the shit out of everything and in later expansions of WoW able to create Frost (or how they are actually called Water) elementals to their help.
I get what you saying ... Hearthstone stepped down from trying to be consistent with their Warcraft lore and that does drive me mad as well ...

lorewise? Here’s the bigger thing; I’m pretty certain, if not explicitly stated that Mages Water Elementals are closer to constructs ingame. Shamans can only summon Elementals temporarily, whereas the water elemental functions more like a warlock demon. Unlike the demons, I’ve seen no instances where they’Ve demonstrated sentience.
As for Al’akir... all the base set legendaries are kind of weird. A lot of them are mostly just “conceptually” related to the class (King Krush especially springs to mind), and Al’akir, whilst not being a shaman or beholden to them is certainly Shaman flavored.
Frost Elemental is, if I remember correctly, a reference to Alterac Valley, where it was summonable whether or bot you were a Shaman.
Voodoo Hexxer is entirety different from Water Elemental. Water Elemental costs 4 Mana and has a 4 Mana Statline. Therefore you pay zero Mana for the card Text.
Voodoo Hexxer costs 5, it also has a 4 drop Statline. If we assume that 9 Statpoints plus "freeze any character damaged by this" is worth 4 Mana, that means you pay 1 Mana for the Taunt. Taunt for 1 Mana is terrible, the average is 0.5, so on the good taunts it is worth 0 Mana, but never 1.
Voodo Hexxer is like a Silverback Patriarch, just terrible.
Well as people have said in WoW shaman hasn’t been able to summon water elementals but I do think it’s about they are more of a construct since they stick with the mage until they are killed or dismissed, whereas all shamans elementals are limited since they beseech the elements for their blessings, but they can use water as an element with healing tide totem and healing rain, they can also summon storm elementals as a recent talent but it replaces their fire elemental so they can summon all but water elementals in game but they can use all elements, and for al’akir being in their set I think it’s cause traditionally the earthen ring is the broker between the mortals and the elemental lords especially therazane the stone mother and neptulon since he is shamans GvG legendary whose effect doesn’t fit, they interact with prince thunderaan (son of al’akir) but not al’akir himself besides helping take him down when he sided with rag they also help put smolderon as the successor to ragnaros (no relation) and the reason rag is a neutral is probably cause he is one of the most recognized WoW characters especially since he’s had 3 raid boss incarnations also yes shaman does have limited frost capability with frost shock in WoW but usually frost elementals are kind of an environmental hazard of sorts

I think it's gameplay wise only, shaman still got Hot Spring Guardian
