Stop Netdecking by rewarding creativity and restricting decks to not have the statistically most common card combination of cards from the top 20 decks recorded online in real-time by limiting these decks to not have more than 10 cards in common
This would require a simple stats algorithm and a simple questing rework I could come up with in an afternoon.
Result:
New players would have to enjoy being creative and being rewarded for that instead of being rewarded for plagiarism at the end of every season.
How is it plagiarising another's work? Plagiarising is defined as "wrongful appropriation" and "stealing and publication" of another author's " language, thoughts, ideas, or expressions"
If I put a deck on a Public Forum for others to try, write a guide for it and ask for peoples opinions on that deck and they go ahead and play it, that's not Plagiarism. It is copying of course, but go easy on the Hyperbole eh?
As for Netdecking in general, I don't have an issue with it. Think of it like this, if I know what's in every Warrior Deck I play against it makes it easier to win. Right?
Edit: I would like to add that one of my favourite Streamers, Dekkster, Netdecks all the time. Just because it's a Netdeck it doesn't make it Tier One. Far from it. If you can be assed to search past the usual swathe of "EZ Legend in 20 minutes!!" bollocks you can find some very interesting ideas.

most ppl are puppets and dont have a mind of their own, they enjoy playing decks others create, they don't even think about how much more fun they could have with the game building uncommon fun decks, even though they put hundreds or even thousands of dollars into the game, they just like someone holding their hand like a gps guiding them through life, truly a pitiful race these humans.

Just cause you are playing a deck someone has made does not mean you are passing it as your own now, does it? Some ppl do it, sure, but that is a different matter entirely, that is not what netdecking means.
While i understand where all of you who hate netdecking coming from, you also have to understand that everyone can play the game the way they want. The way they want to have fun. Some ppl dont like spending hours or days figuring out a perfect deck that would work and that is ok. They r not lesser ppl.
This is like the age long squibble between a netdecker and a homebrewer. No, one is not better than the other. No, control player is not better than aggro or combo player and vice versa. Everyone can decide for themselves how they want to play, how they want to enjoy the game, that is the point.
Even if by some divine miracle there was a way to get rid of netdecking, you would still eventually see decks which would in the end resemble each other a lot. Maybe not 30:30 but perhaps 25:30. Would that be enough for you? No way you would see 100 different decks that would all feel unique to play against, so why punish ppl who dont want to bother with deck building and just want to play the game?
If you are good deck designer, good for you. Play those decks and have fun. No one is gonna take that away from you. But dont forget, other ppl are not here to make you enjoy the game, they are here to have fun, not to make you have fun. It can be a byproduct of them having fun, that is the ideal scenario, but it is definitely not the main goal. So dont put restricton on them in terms of how they should play the game. Making sure you have fun should be Blizzard's job with the proper game design and also yours alone.

You do understand that once this is implemented the ''creative'' trash decks will become the new netdecks and the entire thing will become pointless? Ah, ofc you don't, stupid people never do
The only really way to stop netdecking is massively improve the release of new cards, like, a full new expansion with more than 500 cards each every month, the meta never will be refined and netdecks will be much worse because will have many decks avaiable will be impossible to optmize lists can deal with that.
Somebody creates the best optimized version of a deck and, in the hands of a skilled players, thrashes everyone on ladder, while most players are unable to compete with them because they are not allowed to net deck and must use very unoptimized lists to compete against that first guy who min/maxxed a certain deck.
No idea why people go on this witch hunt against netdecking when you know that it is a natural part of any card game if you've actually been invested in any other game prior to HS.
I have made a Murloc Control Shaman deck on my own. As it stands, it uses over 20 cards used by other Control Shaman decks, with the added bonus of using the 2/3 Murloc to generate a ton of murlocs with the Echo Murloc and spells with Hagatha. By your definition, my deck is a plagiarized copy of other control Shaman decks. By your definition, my deck also palgiarized other people who had the idea of using the 2/3 Murloc in a Control Shaman shell.
My deck came to be out of my trial and error. Yet, i'm a criminal for my ideas (quite literally, plagiarism is punishable by law).
