I've been playing since Un'goro so I have experienced first hand the insane power level of KaC and KFT which are arguably the strongest sets in Hearthstone History. However, I was recently looking at all of the cards from ROS and I personally think that this set is pretty damn strong as well. I don't think it reaches the power level of the Year of the Mammoth Sets but you can argue that ROS has had a profound affect on the current Meta due to its high abundance of powerful cards.
What do you think are the three most powerful sets in HS history? Here is my list (1 - strongest ):
1) Kobalds and Catacombs
2) Knights of the Frozen Throne
3) Rise of Shadows (undecided between this and un'goro)
Again I was not around for the year of the Kraken so I cannot comment on those sets.
The 3 Year of The Mammoth expansions (Knights, Un'goro and Kobodls) , IMO, are the best ones... In fact, I think they are completely OP, we got used to their overpower level and think the other ones are just meh...

Indeed, RoS is a good expansion, but, IMO, it is just really good in the current days because the other expansions in the current meta are just ok. But if you compare all of the expansions, it doesn't shine.
- You saw what happened with the introduction of odd/even decks. Odd Rogue was a beast before the cold-blooded nerf, Odd Paladin was still Tier 1 even after Level Up nerf. It saw them being rotated to Wild one year early. If you look at Wild meta right now, with Odd Paladin, Even Warlock, Even Shaman, Odd Warrior up there. This is easily the strongest expansion, IMO.
2. Knights of the Frozen Throne
- Deathknight cards are OP. Some of them like Guldan, Jaina, Rexxar allow you to single-handedly carry the game on your own. The introduction of Shadow Essence, and Eternal Servitude made Big Priest happen. The set also introduced many above average cards that saw a lot of play eg. Cobalt Scalebane, Saronite Chaingang, Bonemare. Not to mention some class cards are also pretty OP.
3. Mean Streets of Gadgetzan
- This one gets a spot for me because of Jade Druid, which was one of the most broken deck at the time. I have nothing against the deck, though. I loved it, it has a nice theme to it, but dang it's OP.

I don't play Wild, so I haven't compared that set directly against the others, but I'm sure a lot of the cards are still seeing play. I know I'm happy to grab them in Dungeon Runs and Tavern Brawls.

1. Whispers of the Old Gods is the best time ever in game. Its the first time we had a rotation, whole new meta, awesome style and u actually felt the theme.
2. Knights of the Frozen Throne. Self explainatory :)
3. Kobold and Catacombs/Blackrock Mountain. Both great single player experience
A criminal lack of mention for means streets of gadgetzan, this is the set that gave us pre-nerf patches, resulting in virtually every aggro deck suddenly shoe horning as many pirates into their deck as possible, it got so that Bloodsail Corsair was seeing legit play in attempt for these decks to tech against each other.
At the other end of the spectrum you had jades, most notably jade druid, which was a simple insta-win vs any control deck, the single reason every control deck had to start teching giest.
And then lastly somewhere in the middle we had raza reno DK preist, dishing out 6-8 damage, for free, every turn.
I think pretty much everyone agree that the most impactful expansions are as follow:
Knight of the Frozen Throne: Singlehandedly changed the control meta with DKs, Big Priest cards and support for Jade Druid to make it not instantly die to aggro (Spreading Plague, Malfurion)
Kobold & Catacombs: Mana cheating everywhere and classes that can't do that well (looking at you, Warrior and Shaman) instantly became trash-tier
Mean Streets of Gadgetzan: Jade Druid vs Reno decks vs Patches the Pirate. All of them still influential to the Wild meta.
The Witchwood: A VERY distant 4th place due to Baku, Genn and Murkspark Eel.
Rise of Shadows's impact will have to be seen if there's any release in the year to boost the cards in the set to broken level.

I think so. but it's kind of apples an oranges. KOTFT and K&C were insanely powerful because a lot of the archetype defining epics and legendaries, a lot of them being class cards. Those expansions are more comparable to RoS.
But Ungoro had so many neutrals, commons, rares kind of cards that just defined the meta for two years. Not always archetype defining cards, but just strong ass cards you put in any deck. Tar creeper, Devilsaur Egg, Firefly, Gluttonous Ooze, Stonehill Defender, Viscous Fledgling, Primordial Drake. A lot of strong class cards too. Then you have quests which produced a few super strong decks and you also have Lyra and Sunkeeper Tarim being two incredibly strong legendaries.
I think all three year of the mammoth sets were the strongest. It put team 5 in a position where they had to lower the power level of the game because continually printing cards that were equal to or better than YOTM cards just wasn't even healthy.

Goblins vs Gnomes has a lot of very strong cards.

Easily in the top 3 imo.
