For example I'd love to get myself a Tirion Fordring or Stargazer Luna to make my Paladin/Mage decks way stronger, but at the same time there are plenty of epics that would help me out a lot on other classes too.
Remember that we're only a few days away from a lot of cards getting buffed. Unless you have something really specific in mind I'd hold off for now on crafting. For all we know Pocket Galaxy or one of the other buffed cards might become really strong in the meta.

You should always craft important Classic cards before expansion cards. Expansion cards have a shelf life; Classic cards last forever.
Beyond that, it all depends on what decks you want to play. Due to the pity timer, however, it can actually be easier to unwrap the legendary you need than to find a specific epic. It depends how far along your Classic collection is. But if you don't have Tirion, you should probably go ahead and make one.

The most important thing is making decks YOU enjoy playing. I could tell you for example that Dragon Mage has better win rates than Tempo Mage and that you "should" craft Kalecgos and Alexstraza over Luna, but if you derive more enjoyment playing Tempo Mage (or for that matter Paladin) then you'd be happier if you ignored that advice.
There are some cards which are essential for a deck and while others are only nice-to-have. Mage pretty much needs 2 Mountain Giants, 2 Mana Cyclones, 2 Conjurers Callings, and Antonidas to work right now. Other cards like Khadgar, Power of Creation, and Sandbinder are nice-to-have: they will improve your win-rate, but you can still do alright without them.
If you're low on dust, you should really take into consideration which decks you're close to completing rather than think about your collection. For example, there are a bunch of hunter decks with > 50% winrate HsReplay right now--if you're close to matching any of those archetypes, I would prioritize that over getting a "nice-to-have" card.
Everything else equal, I would say crafting the equivalent number of epics (or even rares, if you've just started collecting) is more bang-for-you-buck than a single legendary as you're more likely to draw them.
No one should ever feel bad about crafting Leeroy, Zilliax, Alexstraza, Ysera, Malygos, or Edwin. They are all always used in something. (Yes Zilliax isn't a Classic card like the rest, but according to HsReplay its 1.9% of cards played right now so I'm making an exception.)

Having said that it means that it all depends, what cards are more important for your deck? The 4 epics or the legendary? Can you play the deck without those legendaries or without those 4 epics, if the answer is yes, then which of those is more important for the deck to function more properly? Your winrate should go slightly down if you don't have the "refined" version but there are definitely cards that are more important than others and it has nothing to do with their rarity. Here's an example for better understanding:
Let's say you want to play Miracle Cyclone Mage, a very popular deck nowdays and supposedly the strongest deck according to a lot of pros. The deck runs a couple legendaries and like around 6-10 epics depending on your preferences and what you're facing. I'm gonna talk about some of the key cards to show you what I meant. So you want to play this deck and let's say you're missing Khadgar, Mana Cyclone and Mountain Giant, all 3 cards (Well 5 really) are absolutely core to the deck and key to have the important swing turns this deck needs to win games BUT if I only had 1600 dust I would craft the 4 epics instead of Khadgar, you need those 4 epics every game in order to win (usually one or the other or some sort of combination of both) but you don't always play Khadgar, like yeah, the games where you can play him and tempo out a ridiculous turn you'll usually win on the spot, but the games where you don't play him and still win with the mentioned 4 epics happen more often and it is the bread and butter of this deck.
So you can see what I mean by craft decks and not cards and Miracle Cyclone Mage is a perfect example of when are epics more important than Legendaries while all of those being core to the deck.
If they are not wild I usually go for legendaries as I cant get duplicates for them. Still missig 1 doomsayer 2 brawls/shield slam since the gane launched but know I will get them soner or later.

There's a lot of good advice already given. When I first started, I took the 'craft decks' option. Can be nice to get an efficient yet not too expensive deck, running asap. Baku was my first craft, and is still a decent option if you want to play wild.
Now, I'd say craft what you want. These days, I try not to craft anything below legendary if it's from a set I intend to open packs from. Unless, of course, I really want to try a certain archtype and NEED those epics. I tend to find crafting epics means I'll open them in my next few boosters XD.

Or alternatively, if you want to try OTK Paladin, you'd probably be more interested in Baleful Bankers and card draw like Prismatic Lens. Unless you just REALLY want to play Tirion. ;-)

Well to give you a beneficial answer I'd need to know what your situation is like - what epics and legendaries you're missing.

Very close but the best is spend in legendary.
You never open again in packs but epics you can get duplicates and that sucks.
In my opinion,
Classic > Expac (from this Standard year) > Expac (from last Standard year)
Neutral > Class
Versatile (ex. Zilliax, Alexstrasza) > Niche (ex. Jepetto Joybuzz, Chef Nomi)
Just follow the basic rule: craft decks, not cards.
Other than that it really comes down to the power level of the cards you're looking at and how much of a necessity they are for your deck.

Thanks for all the replies. My Paladin legendaries are Crystalsmith Kangor Commander Rhyssa Shirvallah, the Tiger and my Mage legendaries are Khadgar Archmage Antonidas and Jan'alai, the Dragonhawk.
