Absolutely. The concept of "nerf" and "buff" actually do not technically exist (hold your rage and go with me...) - you can change a card in some way, but whether it is considered a nerf or buff is actually exclusively down to a subjective opinion (whether it is logical or not).
For example, if you changed Crystology from 2 mana to 3 mana, then many would call this a nerf. However an Odd Paladin player might consider it a buff - "Might", mind you. This is purely a hypothetical example, not a discussion about Crystology or what cards are good or not in Odd paladin. The point being that any change to a card could be considered to be both a nerf and a buff (or even neither) depending on personal value of the card itself.
So to swing back round to your thread point, the change to the cards are exactly that: changes. (Be them nerfs or buffs), so it would make logical sense to apply the same rules as those applied when any card is changed for the better or worse.
I run Spirit Bomb in my Wild Evenlock, so I could technically call that a nerf for that deck. I personally think it would be cool for them to lower the crafting cost to the disenchant cost for 2 weeks. That way, you don't get rewarded for having it already, but you get a chance to try these new changes for cheaper

Moreover about the topic, I personally do not demand a full dust refund, in fact I'm happy that they are finally buffing the bad cards now. I'm just stating that blizzard's refund text technically includes buffs too.
There is another aspect however, that if a player who already disenchanted some of the buffed cards and now he/she wants them back, there should be a way to make them happy. It would suck if you had to craft a card because now it's been buffed but that card is the one that you disenchanted before because it was bad.

By the way, we're not buying specific cards with real money here; we're buying packs and cards are randomly drop. So, it's not a "I've bought X for $, and you changed it" scenario - and by the way, even if this was the case, the T&C are solid.

Blizzard is simply following well-established policies in the industry. Over the past quarter-century, Wizards of the Coast has issued errata, banned or restricted hundreds of cards. Each time they've changed a card, or its legality, they've sent cheques in the mail to each of their customers, refunding their purchases. You also get a little letter of apology. Sometimes, they'll give you coupons for toiletries, or those tiny bottles of alcohol you can buy at the liquor store. They once gave me a pet hamster. I called him "Hammy." Nice guys, Wizards!

I think you don't understand the difference between an explanation and a promise.
"We are giving you A because we did B" is not the same as "Anytime we do B, we will also do A, now and forever."
It's a fun deck. I pull the sprayers with Juicy Psychmelon though, so the "buff" to the sprayers is actually a big nerf to me. I will have to replace the melon with some other kind of card draw, since there are no good 8 cost beasts for me to run.
That said, it's crazy to want dust for this. We've waited years for Blizzard to buff cards. We've all had legendaries that were a small buff away from being awesome. I always assumed that those buffs didn't happen for economic reasons. That these buffs are finally happening far outweighs the cost to my ramp beast Druid deck.
Instead of whining, we should rejoice and hope this is a new trend.
Giving a full dust refund for buffs would be a terrible idea. We would never be able to dust anything because one day it might be buffed. Another downside is if blizzard gives they will take away, Id rather see blizzard give away free packs and have cool promos then offer dust for buffed cards. Blizzard giveaways need to be focused on getting new players in the game and keeping them in the game.
I love that blizzard is finally buffing cards, and I'd like to see it continue. Happy to see overall the community is positive about buffs.
I get it that if the card got worse(nerf) it should give full refund ... I dont get it if the card got better(buff) why it should give full refund .. i mean they made your card stronger.

It would be exceptionally generous of Blizz to let those who don't have the cards craft them at half the dust cost for a short while, while would go some way to compensating those who disenchanted them, while avoiding giving them for free to players who never had them in the first place, but I don't imagine that happeneing either.
Overall, I'm just happy to see it happening, and would be happy to see it rolled out though the rest of the expansions in the future.

I think "Technically" you're a Knucklehead.
They should make a discount if you craft a buff card because you may dischanted for be a bad card before the buff. IMO

Love when players call Blizzard "greedy" but people like OP are always trying to find loopholes to get extra resources. Put things into perspective.

It's blizzard's game, they don't have to give you sh!t if they decide to nerf or buff cards
