In matches and situations where it is not useful, it is a very dead card. 5 mana for a 3/3 is awful to play on curve without getting use from the battlecry. On the other hand, cards like Acidic Swamp Ooze, Mind Control Tech, and Harrison Jones have decent enough stats relative to their mana cost to play on curve.
EMP Op is a pretty terrible card. You could just run big game hunter or spellbreaker and get similar result and those cards are much more useful against every other deck. Zilliax is the only mech you see a lot and there are cheaper ways to kill it with it having only two health.
The key of tech cards is that they shouldn't lose too much tempo when played and they also shouldn't be totally dead and terrible cards on the match-ups where it's not needed. E.M.P. Operative contradicts both of those, a 3/3 for 5 mana is terrible so even if you destroy a mech it's not a great play for 5 mana and if you don't it's just abysmal.
Cards like Acidic Swamp Ooze and Spellbreaker work just fine cause they aren't terribly stated for their cost which means that even on match-ups where they have no use you can still just tempo them out and it's an ok play. E.M.P. Operative is simple a horible card, even on a meta infested with mechs and one where Zilliax is a staple in almost every deck.
3 manas 3/3 or a least 4 manas 3/4 and this card can be used, for 5 manas 3/3 needed the battlecry to be something like: "Destroy a Mech, gain armor equal to the cost or power of the mech".
It's too weak. In order to make value out of this card you would need to destroy 8+ mana minion like Boom Reaver or Mechathun and even then it just serves the same purpose as BGH. If you destroy Zilliax it's as if you played Stormpike Commando. Not even good for secondary decks in tournaments, let alone for ladder.
its being played in very succesfull specialist warrior decks to counter mech hunter, alongside two silences. those deck won atleast 3 tournaments this week
It's not a good card, most tech cards have reasonable stats so that the risk/reward balance is fair if you don't get to the use battlecry. In this case, the risk far outweighed the reward, it's going to literally lose you some games when you have to play a naked 3/3 for 5mana. Just terrible.

That may be, but as a ladder card I can't see any way to recommend it over a silence.

Could It destroy mech-heroes (mecha-jaraxxus and sir annoy-o)?
Maybe not, but It could have been funny; no One Will run her waiting for that possibility, but It could work as for sacrificial pact-lord jaraxxus.
Edit: card text says "mech" not "mech Minion" Just like sacrificial pact that destroys "a demon".
You make an interesting point but these are just hero skins not actual heroes. The best example would be Dr Boom. It would be nice if they destroyed him.
With the amount of mech decks running around. And Zilliax featuring in 80% of decks. Has anyone tried teching in the E.M.P. Operative.
There is also priests running Damaged Stegotron where this card could be useful?

Silence is better. I would even run Tinkmaster Overspark before even considering E.M.P. Operative.

Definitely make it a 5/5
Then change the battlecry.
Battlecry: Silence a Mech then destroy it. (Nullifies those Mechs with big deathrattles) or
Battlecry: Silence all enemy Mechs.

now if it destroyed dr. boom that would be an auto include in all decks. it would be cool if it reverted the warrior back to normal though.

Please destroy my mechs, it's part of the win condition. The sooner the better - for me, even better if you lose tempo to do so.
