After many years of legendary cards being introduced to this game, I feel like the pre-nerf Knife Juggler was/is good enough to have been a legendary in the latest set.
I forgot he used to be a 3/2, but I just looked up the card history and his card used to say "whenever you play a minion" instead of summon so I think he was buffed enough to be a legendary in his current form if people think his pre-nerf qualifies.
In terms of power? Sure. I like to think of Legendaries as being cards with the most unique effects, not the most powerful effects (with many exceptions.)
There are many Ogre Brutes, but there is only one Mayor Noggenfogger.
I would prefer not because his effect is a build-around one. If he were a legendary, it would make the too deck polarized if you draw him or not. As a 2-of, you can go more all-in with token synergies without being punished.
Also note that Prince Keleseth pushed him out of most of the decks he would have fit in.
I agree, knife juggler is just way too powerful, because it's an ok 2 drop with a really strong effect. But I have no idea how he could be re-balanced.
Personally, I miss the old Novice Engineer and Shattered Sun Cleric.
The value game was strong with those ones.

This. Legendaries are not more powerful, they just have more unique or build-around effects.
I think Knife Juggler is perfectly fine. It has a max damage limit once first played (six max tokens). It NEEDS other cards to be effective. It is a strong synergistic card, that fits into certain deck types and IMHO is not OP. A great card, but not OP.
Legendary.... Nah, I wouldn't complain if it was, but I don't think it needs that status. It's not a MUST clear in ever situation. Like Vicious Fledgling was more of a threat that absolutely NEEDED to be removed or you could just straight up lose the game.
The effect is way too boring for that - it would also constitute a major nerf to the card because you'd only be able to put in one copy, so I don't think I'd like that at all.

Mmmm, maybe an epic but I still don't think a legendary. While super powerful if it were only a one-of, meaning your draw/curve consistency into it would be lower than it wouldn't have been nearly as oppressive.
guys i think he meant that he'd like pre.nerf knife juggler to be released as a legendary while still keeping knife juggler like it is, something like printing a legendary minion that's the big boss of knife jugglers that has the same effect as knife juggler but better stats so that he'd be able have a total of 3 knife jugglers in his deck, not 1.
to the Op, as interesting as the idea is flavorwise, dont you find it boring to have a legendary whose sole purpose is to be slightly better stated a clone of an existing card?? i mean if it was some 4 to 5 mana thing that doubled your triggered effects it would be far more unique and still be able to interact with jugglers.
The problem you had with knife juggler was that most 2 drops were 2 health, and you had access to incredibly aggressive 1 and 2 drops so a 3/2 could effectively win you the game trough sheer damage. If knife juggler killed the enemy 2 drop, it was virtually game over. That's why they nerfed its attack (and at the same time several early drops like abusive sergeant), to limit early tempo snowballing, as having it with 2 attack is way less pressure. Now in a world of 2 drops with 3 health juggler is way worse and it's not even used in non Token oriented aggro decks (although still very good in zoolock) .

Damn.. I honestly forgot about how god awful that 3/2 for 2 damage slinging nightmare was in those days.
That said, I think he'd slot in as an epic for many reasons stated above. Legendary only with poisonous.
