Kalecgos and Rafaam are probably the top of that List since they can both be slotted into pretty much and deck in their class. Khadgar is a bit of a build around but could end up being good. Hagatha is too slow imo and Tess, while fun, can be hindering and inconsistent depending on what cards you generate.
I would wait a week or two before crafting any legendary. Take it from someone who crafted Lakkari Sacrifice in the first week of Ungoro when it was the greatest card according to the streamers. A few weeks after that it was known to be a garbage card.
given how bad warlock looks id hold off on crafting rafaam unless you just want to play it. I mean, I wouldn't craft anything to be competative at all first week, but if you just want to have fun or dont mind taking a risk go for it.
Don't craft anything based on strength or power in the first couple weeks of the expansion.
Crafting something you'd think would be fun is fine, but be prepared to be disappointed if you try to craft the strong legendaries before the meta settles.

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
