For the upcoming expansion Rise of Shadows I feel that the legendaries (in particular most class legendaries) are worse than they were in the past. To be honest, I'm convinced that that's not a bad thing, but here's what I feel like the new legendaries look:
Archivist Elysiana + Chef Nomi fatigue style deck, though I doubt there will be a good archetype for this card.
The rest will barely see play. But that's just my opinion.
Note that this will be the first expansion in ever that I haven't pre-ordered yet. I will be opening +/- 40 packs and have enough dust already to craft four legendaries if I'm wrong, so I'll be alright either way.

Also, you rank Betrug as the best? Are you insane? Plot Twist is a meme card, and a glorified 10-mana boardclear is not powerful at all compared to what we had previously.

Choose one spells in standard aren't very good so I doubt Stalladris will be that good. Aggro secret paladin loses Divine Favor so as soon as the opponent stabilizes, the deck just can't win. So I doubt Rhyssa will be any good either. Betrug has potential, but there needs to be better deathrattles for Warlock for it to be amazing.
Man if you think that Betrug will be more played then toggwagle you will have a surprise in the next days.
Outside of that, i think you are thinking with this meta in mind, because after the rotation is just too hard to predict what will see play and what not, so i recomend you to wait and see.
Yean. This expansion has lowered the Boom on the power level of cards for sure. Which is, as you rightly pointed out, a good thing.
I'm looking forward to mucking around with Summoner Mage myself. Khadgar is a sweet Value Tool and there have been some releases to back him up as well as cards already available..
I'm a big Warlock fan and hope to bring back some form of HandLock with the Rotation happening. But I have to disagree with you on Fel Lord Betrug. He's just way too slow.
Heistbaron Togwaggle is the best and will see the most play in my opinion. The cards you got from Marin the Fox are incredible but he never saw play because you had to jump through so many hoops. Togwaggle cuts out the excess work and allows you to pick from the four. Commander Rhyssa is a card I want to be good so I hope you're right! Nice post!

what for? just the redraw? It only makes sense to build a deck around with Broodmother, Elekk, and the Portal demons (which really aren't that great)
There doesn't even really seem to be a good Control WArlock shell avaiable at this point. At best you could try and go infinite Plots Twist with JAraxxus as a lategame powerplay, but even then, Jaraxxus is much weaker (and more vulnerable) than something like Dr. BOom, or Zul'jin
I fail to see how Rogue will survive long enough to utilize their value legendaries. No healing and no board clears will leave rogue vulnerable to early aggression - yet people wet themselves over a 3 card combo: Academic esp + prep + Tak Nozwhisker
Nozari, Blastmaster Boom, Scargil and Tak Nozwhisker are maybe bad in the upcoming meta but they are still deck defining cards in their respective archetype so they will see play, just not tier 1.
Arch-Villain Rafaam will se play as end curve in zoolock or tech against Bomb warrior/Hakkar and control decks in general.
Jepetto Joybuzz is a mini combo card for control decks, it's just good in many decks.
Barista Lynchen I don't have faith for this card but if anything it will see play in Shudderwock. 5 mana mass Zola is good.

you are not gonna run that neutral one, and the class one is good but it's not consistent to run only this one, and if you want to play a 2 mana 1/1 hf...

Keeper Stalladris will definitely be played. I am not %100 sure about standard. but there are so many good choose one cards in wild. this guy is arguably better than Fandral Staghelm.
I am not completely convinced about Vereesa Windrunner, or Oblivitron, but they are growing on me. I just dont think that you could build a solid hunter deck that could fit these cards. I have no doubt these cards are good, I just dont know if hunter will have good enough cards to build decks for these cards to go in.
Kalecgos is insane. the thing about 10 mana cards is that you are spending your entire turn playing this one cards, so it has to be able to do everything you need in that turn. so cards like "10 mana 7/14" dont see play because you dont want to spend your entire turn just playing a bunch of stats. but Kalecgosmakes you discover and cast a free spell, which makes him so much better.
Commander Rhyssa is a staple in secret paladin. if that deck is good then there is literally no reason not to have her.
Madame Lazul will certainly see play because there are no drawbacks. you get to see your opponents hand, and then add a card to your hand.
Heistbaron Togwaggle I think is over rated. it will no doubt be a solid card, but I dont think it will be as good as some people make it out to be. getting a lackey on board will be very easy. but I dont know what kind of deck you would play this in. you would have to save a lackey in your hand until turn 7 in order to play him and the lackey. and then on turn 8 you can play the treasure. unless you are feeling lucky and want to drop the lackey on 5, or maybe to have a coin, or prep. but saving 3 cards in your hand until turn 6/7 is no good in a tempo deck. and there is no way a rogue would be playing a control deck. so I just dont know where it would be played.
Swampqueen Hagatha is under rated. everyone is going "7 mana do nothing is bad". but you get a 5/5 which granted, is quite bad, but I am pretty sure that a control shaman can afford to play ONE bad tempo card in order to get that insane 5/5 horror.
Arch-Villain Rafaam will be a staple in most control warlocks. without Bloodreaver Gul'dan, warlocks now need a way to stabilize in the late game. I have played enough control warlock to know how crucial this card is to control locks survival.

I tried having fun once. It was awful.

Swampqueen Hagatha will most certainly see play when the community will have figured out and refined post rotation Shudderwock deck.
Madam Lazul will see play in every priest deck that isn't resurrect priest.
Heistbaron Togwaggle is obviously great in tempo rogue.
Oblivitron I think will see play with Nine Lives and a lot of HS streamers think the same. With Fireworks Tech, Ursatron, Spider Bomb and Mechanical Whelp you have everything you need to win games off oblivitron.
Khadgar has dozens of synergy cards, it is tempo based instead of value based like Archmage Arugal, he will find a deck.
Kalecgos obvious auto include in any control mage.
Commander Rhyssa auto include in secret paladin.

Archmage Vargoth is already proven tier 1 card.
That leaves us the real "won't see play" cards (in my opinion of course) :
Chef Nomi, too inconsistent and hard to pull of, payoff is too slow.
Archivist Elysiana : dead card in most matchups, will win you fatigue games and will lose you all other games aka this will hit your winrate HARD.
The Boom Reaver : too much anti synergy with great warrior cards.
Catrina Muerte : not a bad card at all, just lacking synergy in standard.
Fel Lord Betrug : meme card, has some real applications in Wild but hopeless standard card.
Overall the power level of RoS legendaries is quite okay I think.
Betrug looks weak to me. Noswhisker also doesn't really seem that good. But I could be wrong.
WTF, plot twist is not a meme card. In every cardgame that reshuffling exists is AT LEAST a OK card (by itself, dont need combo)
