I would say Toasts chat in the best out there. Healy mix of spam and just chat in general. As for the spam. People spam to piss off other people. Que up for some dota2 when some major event is there. A lot of spam. Mostly people spam cuz of the habbit. Being degenerate of culture muself i do tend to do the AYAYA ! spam just to piss off people who dislike that one player who heapens to be a degenerate of culture as well. As for the rest it became a part of a toxic subculture that express themselves that way,

Twitch chat is generally a reflection of the streamer. Kripp's chat, for example, can be such a shitshow because he lets it happen.
There's big streamers with very civilized chats and there's small streamers with "toxic emote cancerspam" chats. All because they allow it to be like that.
That's why I like streams with sub only chat. The Mythic Invitational was sub only and was generally of a much higher standard than anything during hearthstone streams.
You can still get a decent chat going on Twitch but it's usually from the smaller channels where the kids aren't spamming or copy / pasting crap.
Well the only bad thing about spamming is it's hard to ask questions, but at least we know that Hearthstone official twitch chat doesn't usually answer questions.

Obvious answer is: Human like to be part of a group, if some people start doing something like spamming, other will follow to feel united. It's a common thing for the human race to feel strong when in group, even if the group is dumb. That's why at convention when someone yell "Spartans, what is your profession?" everybody yell together etc. That's human biology.

It depends on the streamer, really. The more popular ones are more likely to resemble what OP is describing. They're also easier for their mods to maintain. If you want something more "civilized", don't just mindlessly click on the person on the top of the list
