No way to know just yet, I'd wait a week and a half until the new expansion comes out to see what decks are gonna be good before investing in anything. From the past year, all 3 sets were as equally un-impactful to the meta, so it's not clear which one's are gonna have the best cards in the coming year
You get a guaranteed legendary within the first 10 packs of an expansion, so getting a few packs of each is worthwhile.
Overall, the power level of this year's expansions was relatively low, so you may be better off saving your money and gold for packs from the new expansion and use crafting to get the cards you need from this year.
Since the odd/even mechanic cards from Witchwood are going to the Hall of Fame, drawing those from a pack will be free dust on rotation, so that would make Witchwood packs more value on average.

before rotation it would easily have been Witchwood because of Genn and Baku. After a quick look at all of the cards its probably RR>BDP>WW
