I'd rather not have more hero cards that make otherwise awful decks, insanely strong. I'm looking at you Hunter. It's a relief to know a single card won't carry an entire class.
If you think that midrange hunter is an awful deck outside Deathstalker you might have another think coming (same for deathrattle hunter but it's rotating so never mind it). Post rotation It still has Master's Call which enables the cheap stuff and the Dire Frenzy. Losing Crackling Razormaw is the biggest deal, but I guess they could just introduce a 2-drop beast and the deck is definitely still tier1 with very solid matchups.
I'm pretty confident it won't be a good deck without rexxar, it ran out of steam quickly and it was really only successful due to the deathknight
This is almost exactly the opposite of how I perceive it.
You can check the winrates of different cards against different classes and you will find that Rexxar is among the lowest winrate cards across all matchups but the warrior. (hsreplay.net)
Experience also confirms this in several ways:
It just really doesn't run out of steam when Master's Call is among the highest winrate cards and is almost universally kept in opening hands in all matchups, and then it runs 2x Dire Frenzy to top that. It can very much grind anything out including control, keep in mind that things like Tank Up and Frost Lich Jaina are also leaving standard.
Rexxar has been in standard since '17 summer but it hasn't seen much play until otherwise strong hunter archetypes emerged i.e spell and deathrattle hunter, where it has been a good card but it hasn't made the decks, they have been just fine without it. It just hasn't ever been a build-around card, just a plan-B type of win condition.
Then comes Master's Call and midrange hunter suddenly goes from not played to S tier reintroducing cards like Hyena and Tundra Rhino that have been out of the meta since Starving Buzzard become an unplayable card (back in beta that is).
I really like the concept of Hero Cards, but the execution was pretty bad. I'd be okay if they brought them back at a Zul'jin power level, particularly with the strength coming from the Battlecry rather than the Hero Power itself.
Honestly, if that means that we're gonna get another expansion with a new Hero for every class, then I'm all for leaving out single Hero Cards from expansions. ^^
