I use to play this game pretty heavily, but I know the cards I have arent even in rotation in standard anymore. Is it worth jumping in before the expansion or should I just wait until Shaodws drop to try?
I can't see your collection so I can't say anything specific regarding investments (if you're planning on spending money). But I'd say wait for the rotation and the new bundle.
If you're free to play the sooner the better obviously.
Def jump in before, even if to just do your dailies, there will also be an event for free packs on daily log in before xpac hits, so dont miss out! ;-)
I'd jump in, at the very least craft Baku and Genn, you'll get the dust back anyway due to HoF and those 2 cards are basically 2/3 of the meta right now.
If you enjoy the game, jump on in! Don't invest any gold or dust (or cash) until RoS drops, but by all means "get in here!" and start droppin' cards with us, man! Welcome back.
Edit - I agree with melheor, craft the HoF cards, if you can, for some kickback. Other than that, save your shit for the expansion.

I would jump in and start doing the quests. Even if you're not a free to play player, the more gold the better obviously.

You really only need Whizbang the Wonderful to play this game. That's what I've been doing.
Get a streak of the worst deck recipes and you will find out how wrong your statement is.
They didn't say "you only need Whizbang to climb the ladder efficiently". They said he is more than enough to play the game casually, which is true.
Yea, Whizbang isnt competitive, but you could break atleast rank 10 if you can learn the deck recipes. Plus it lets you play with cards you might not play with so its fun

No reason not to start playing. If you want to buy packs only from the new season and onwards, you can always start saving gold now.
If you meant to buy packs, just wait for the new release.
Or see what you can do about Wild.

If you are in your first year of playing please read this post.
Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
