If they play slow, read their hand. Watch what cards they keep on mulligan and if their hand is big consider what they are looking at. Open up HSreplay and look for the cards you've seen. Your opponent playing slowly opens literally opens up the door for them to win because they are probably planning ahead, so you have to win back. Always consider all your options and consider what you can draw or topdecks.
Playing fast can be fun and arguably optimal if you're playing aggro but you have to know your matchups to play fast. If you're queuing into the same meta deck that you always lose to and you're playing fast, you're probably going to lose again.
For me. Rank 5 to legend same time same play, auto mode all the way. Same net decks only countering with tech cards and near zero mistakes against known decks and no surprises from there.
The REAL Big thing is understanding blizzard MATCHMAKING with tech cards. Some cards in your deck will Almost eliminate some classes against you during climb or make theme less appearing - that's my little secrete :-)
Blizzard control your climb in a ways that you can counter them in a few ways. One of them is what I told you, just check it out and try. Climb will be easier, trust me on that.

This is at least one major reason why it seems that people take too much time. I played sometimes against friends while we where chatting on the phone or when I took my laptop to them and if you just do your stuff and end your turn immediately, it can easily take up to 5 or more seconds until the animations have finished on their side. And that feels long enough to suspect BM if you are just waiting whether they have lethal in their hand (and they have it).
I'm not talking about roping. I'm talking about taking 20 seconds to make a play that should take 4 seconds.
The decisions in this game are not usually complex, especially when your opponent has zero or one minion on the board. Gain some self confidence, and just play already.
When you wonder why other players seem to win a lot more than you do... stop and take note of the fact that it's probably because they actually think about not just this turn, but the next 2-4 turns or so after this one. If you're taking your turn in just 4 seconds, you are definitely not thinking far enough ahead. Your game would improve considerably if you slowed down and stopped being so impatient. It's literally killing you... (Gamewise)
I think different people have different playstyles. I consider myself a relatively fast player, partially because I use my opponents turn to consider what I will do. If opponent does x I have to do y unless I draw z. Sometimes I have to take my full turn to consider the best play possible. But most of the time I dont need a minute and a half to think of all the possible scenarios. There are two reasons for me playing like this first off: I am a firm believer of that your first insight is often the correct one and that overthinking will lead to you making mistakes. (If you play arround everything you play arround nothing.) Second of all when the meta is settled, like it is now you generally know what your opponents gameplan is and you can act accordingly to that.
That being said, thats just me, everyone plays differently and I don't think playing faster or slower makes anyone a better player necaserely, in the HCT you see players really taking their time, and players playing very fast.
Roping is okay. I mean yeah Hard decisions need more time to win a game. Other thing that an odd warrior roping turn 1 and 100% plays quest lol. Turn time imho not an issue
This is the kind of thing that bothers me. Soooooo often I know exactly what my opponent is about to play and they wait for the rope to start burning, just cos. I honestly think people feel the need to rope every turn at high ranks just cos they see the pros doing it. Of course, there's time to think that's sometimes needed, I get that. I don't begrudge people their time.
But when I have lethal on board and you take 70 seconds to Psychic Scream, you're just pissing about.
I know, it's just a minute each turn, but still, I can't help but let it annoy me sometimes. But, that's my problem :-p

On which turn is the coin best used, given my hand and my opponent?" etc etc.

There's a reason in the HCTs most players take plenty of time (that and thousands of dollars are on the line :P )

And? While there may not be a large prize pool for laddering there are people that legitimately never have hit legend before and may really want to get there for the sake of saying they've done it. For those types of players there may as well be thousands of dollars on the line (emotionally speaking), which they may not want to jeopardize by rashly turning their plays into a 1 second attention span Smash Bros level of play.

I reach my ranked goals every month, and my win-rate while climbing seems entirely based on my choice of decks, not on my choices of actions while playing.

Game is easy, no real reason for dragging unless you are selecting Zombeasts it something situational. Game is luck based anyway. Still fun though
