I don’t know if I’m alone on this, but I’m actually kind of happy that roger is still competing and doing well. It always felt like I was only rooting FOR my person, and having someone to root AGAINST is surprisingly enjoyable for me.
He used the broadcasting delay to know what cards the opponent had in hand, and was banned from the tournament after. I was watching the stream and everytime he won the chat would spam "cheater" it was pretty interesting
The blame is on the tourney system for not having a comprehensive policy. It's a little too late after someone cheats to decide what to do about it. It becomes arbitrary

Actually, he did both! He was found to be involved in win trading to climb ladder, and he was also watching the stream of HGG to help Chinese Tiapei win by knowing their opponents discarded their second MCT with Tracking early in the game. Knowing that allowed them to play a wider board without concern of something getting stolen. Part of his cheating HGG team was also last year's world champion Tom(number string).
Blizzard has banned people straight up for win trading in the past. However, they for some reason have decided to allow him to keep playing and competing. Not sure what makes his situation different from the non-Pro players who have done less than him and gotten banned.

What is a roger?
I think it's some kind of British verb.
Okay, cool. I don't know who this Roger person is, but he seems to have made you happy somehow.
Roger is the past cheater who won HCT winter.
Finally, someone I can identify with. :D
How did he cheat?
Win trading I believe

That is insane! Did they let him keep the win or took away his win and gave it to the runner up?

They disqualified him from that specific tournament, but he saw no other consequences.
