This is the exact mindset that HS esports is working to convert, and they can't do that if they let known cheaters enter subsequent tournaments after cheating in a previous tournament.
If they want to be taken seriously, they should take themselves seriously and start treating their events accordingly. Just like cheating in baseball by juicing doesn't hurt anyone, neither does stream sniping and win-trading. It's not about whether or not someone gets a boo boo, it's about putting on events where participants can expect a level playing field based on the rules and skill (and good RNG... this is Hearthstone, after all).

Getting booted from a competition you're in for cheating isn't the only consequence that should happen in any sport, it's just what happens when you cheat. The real consequences are what happen after (fines, bans, suspensions, etc.). Roger received none and is now enjoying the world stage of HS (small as that may be) again.
The nice gesture from Blizzard was not shutting down his account completely.

Well, for me, this says a lot about some important people working at Blizzard, and that is more valuable than the tournament scene. They showed true mercy in a world filled by assholes and in my opinion that's something deserving of a medal. ;)
For a corporation no such thing exists as mercy and forgiveness, only PR. Probably has something to do with the fact that the World Championship will be held in Taiwan.
Also, watching him topdeck the perfect card in every game was quite painful. It was like a reverse Karma. Cheat -> get rewarded.

There is nothing wrong with giving someone a second chance man. I am also for that, everyone deserves a second chance, mistakes happen sometimes. But people should earn it first, not just enter a prestigious tournament right after evidence show that you have cheated. And I think that's the point justsaiyan is trying to make on his long tweet - allowing known cheater to participate takes "prestigious" off the table for this tournament for the other people that actually follow the professional HS scene.
He didn't say at any point, that Roger should be sentenced and get to jail, but if the people that organize HS events and/or the HS-community let something like that slip unnoticed - it may encourage other people to try and break the rules of the game/tournament in order to get an unfair advantage over their opponents.
It's all about making the HS a better game man, no need to get so defensive.
