long periods = eternity. The match is frozen yet it doesn't seem like a connection issue since both players can still emote, shuffle their hand, etc. It's basically a standoff until one player finally concedes, but from my experience it always counts as a loss no matter what.

That's because it's a disconnect, not a freeze. The trick is that there's different 'connections' that work independently. As such, you can be disconnected to the main game but not to the emote system. I see a similar issue on my phone's twitch app: I've had times when I could see a player stream but lose connection to the chat and the other way around.
The frozen card is a similar situation. The game disconnected. Thus why you lose no matter what: a lost connection is a disconnect, which is a loss.
I make a note: most people are not suffering from this situation. If this was a game based bug then it would be more common for others (see other bugs like the card dancing bug from just before release). I know the only times I see this happen is when my connection is JUST a bit spotty: enough to see a youtube video but Twitch messes up (wifi signal and I'm just inside its range, and, on occasion, it hiccups).
Seems I encounter this bug every couple weeks or so. Any word on progress towards a fix?
You mean cards hovering over the game board for long periods of time? That's a connection issue, not a bug.

One does not simply walk into Mordor,
unless they want to be the best they can be.
How am I disconnected from the main game when I can still see my opponent shuffling his cards and hovering over minions?
