Why not have the cards give the upgrades until they are drawn. Then their start of game effect ends. If needed it could also have the Justicar battlecry to regain the benefit at a tempo loss.

My bad. But the idea is still absurd. Because even waiting to draw the cards to gain the effect makes Odd/Even unplayable.
Why not just accept that Genn and Baku are in the game and will stay in Standard until they are Rotated?
As obvious a mistake as they are, Blizzard won't backtrack now. It's not just a Card they are Nerfing, it's entire Archetypes.

The cost and stats are completely irrelevant. The effect is just too good. I hope they've learned a good lesson from this massive mistake, that "start of game" effects are really powerful and must be properly offset by a huge downside. That downside cannot be "there are odd/even cards that are so much better that it's not worth it to run Baku/Genn."

It looks a bit too harsh, but the general concept makes sense. If it read something like "Starts in your hand. While this is in your hand, your hero power cost (1) (for Genn)/ your hero power is upgraded (for Baku)". The cards would work the same but have a 6 or a 9 drop for the effect is a reasonable cost for the power you get.

But they will not make such a small adjustment, just to drop the winrates by 0,005% on average. Didnt you learn anything from how they do things till now?:) So speculating about cost or stats of the cards themselves is completely irrelevant, if you want to talk about nerfing the cards as a whole, which includes the effect as well.
The way I think they will handle the problem is by printing some hate cards like golakka crawler against pirates. There could be a legendary which sets the hero power back to its normal form or a spell/minion which blocks the hero power (but better than current options in wild). My favourite option would be a spell/minion which benefits from the use of the opponents hero power - in extreme: deal 1 damage for every time your opponent used his hero power ,
I like them they way they are now, but I think it’d be cool if they were battlecries but WAY more powerful. Gen could be a battlecry that made your hero power 0, Baku could give super upgraded hero powers(3 silver hand men, 5 armor, 3/2 dagger, etc.)
Many classes can't use Genn or Baku, that is a clear evidence they don't are broken like prenerf Patches or Creeper.
Some classes like shaman and rogue can be really strong with the hero power but other classes are strong with dragon and combo decks, I don't see any problem in Standard.
In Wild with the huge pool of cards is another history because you really don't feel the downside at all (except when draw Baku or Genn), but don't think is the same other decks break the format before.
I wished they would have the effect “while this is in your hand, upgrade your hero power if your deck only has odd/even cost cards.” Also, like quests, they would automatically start in your hand. So not only do they take up a card slot in your hand, they are unplayable, and they hinder your mulligan.

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
Because they would both be worse versions of Justicar.
Use only Even cards in your deck, and wait till you draw and play Genn to gain the benefit? It would be HORRIBLE.
Put all Odd cards in your deck, and wait till you draw and play Baku to gain the benefit? It would be HORRIBLE.
In both cases, the card would be totally unplayable.
OP, you get an F (for FAILURE) at game balancing.

Genn isn't really OP. Odd paly was good, but not a dominant as Even paly. It's better for the game to buff other decks instead
