I am finding it difficult to win at rank 20 in wild, but with the rank floors I can't drop any lower, even after the season reset, it seems. Is this intentional? How can I find fair matches that I have a chance to win?
What deck are you playing? One of your problems might be that your deck is unfavored versus what most people are playing in which case your best chance would be wait till the nerfs go in on the 5th and decks like odd rogue and even shaman are weaker, alternatively if your already playing a deck that can beat even shaman/odd rogue or your playing one of those decks specifically than I'd recommend watching people play it on twitch or YouTube to improve how you are playing. The only way besides that to play people under rank 20 would be to hit legend then concede for roughly 6 hours straight. Hope this helps

I was playing even warlock, but in wild people have access to a lot of cards I don't have, so it feels like an unfair match. But I cannot win in standard either since I invested all my dust into even warlock, which is now not very good in standard. Since Blizzard changes the rules of the game every month or so now free to play players really stand no chance of keeping up.

The point of wild is all cards are legal so trying to play a standard deck in wild puts you at a distinct disadvantage. Evenlock is a perfectly viable deck in standard and the wild version is very strong as well, so I'd either aim towards getting the cards you need for the wild version or continue playing your current list in standard. The legend thing is because there are tier floors at 20 15 10 and 5 where you can't drop below those however at legendary it uses a different rating system based on win loss ratio and since you can't drop out of legend you can concede a stupid high amount of times ( around 6 hours ) in order to play people at ranks below 20.this is something that is possible but people rarely do it except for the meme
That list looks fine. Evenlock is generally a decent deck also when it's not a the very top of the meta. You should be able to get close to 50% win rate at any rank.
What are your wins and losses? I'm wondering if perhaps you have unrealistic expectations (>60% win rate) or too small of a sample size (losing streaks can always happen).
Or maybe you can get more wins by simply practicing more: it's not the most difficult deck, but it's also not completely straightforward. You have to know how low you can go with lifetapping against different opposing decks. If you tap too aggressively, you can die from a sudden damage burst, but if you don't tap aggressively enough, you don't put on enough pressure and may lose when the game goes on for too long. Also playing Zihi at the right moment requires knowledge of the game plan of your opponent.
To answer your question, you can no longer fall below rank 20.
Maybe wait for a week? Some people who are at rank 20 right now are the people who were at rank 16 last month. Or perhaps play at a different time of day, so you are matched up with another 'set' of players. I think that's all you can do, without doing anything to your deck, that is.

You may want to create a new/additional F2P account and start from rank 50 again for a fresh look at some different cards. You may get a different Death Knight by playing the Frozen Throne mission again in your new account. There are a lot of free card opportunities in place now when you get to key ranks.

I always, always lose to any kind of hunter deck. I also lose to any type of priest and lost to a mill druid. My win rate is probably 50/50 against aggro decks.
Hunter is powerful right now, but it shouldn't be an auto-loss. Deathrattle Hunter starts pretty slow, so you should be able to put on significant pressure before their combos start kicking in. Since the Spellstone is a key card in many Hunter decks, it helps to keep Hellfire in your opening hand, or tap for it if you don't have it yet. Against aggressive Hunters, Defile is very effective.
In general, but against Hunter in particular, it is important to figure out whether you should be the aggressor or not. If you're playing against Deathrattle Hunter, you should go face a lot, to kill them before their strong plays (Kathrena, Cube) become available. But if you're up against a faster deck that runs cards like Crackling Razormaw and Hyena, it is worth trading a lot to reduce their options to get value out of those cards. Still, almost every Hunter runs the Death Knight, so you do want to kill them before they get too much value out of that.
Against Priest you have to figure out what archetype you're up against. If you think they're running Mind Blast, be careful not to stay under 15 health for too long, because they'll eventually find 3 copies of it (with Shadow Visions), or a spellpower boost (Malygos or Velen). If it's a Topsy Turvy or Mecha'thun variant, your life total is far less critical, since they can kill you from any life total if they have their combo and they have limited options if their combo is not yet complete.
The main board clears for Priest are Mass Hysteria and Psychic Scream, so you have to play around those. Mass Hysteria is not effective if you have only a single large minion, for example with a Giant plus a Homunculus, the Giant will survive. So if you can play a Giant on turn 3 and on turn 4, against most opponents you should absolutely do that, but not versus Priest. Against Psychic Scream, all you can do is not overcommit to the board the turn before the priest can play it: make sure you have enough on the board that the opponent will lose if they don't play Scream, but if you already have enough, use your mana to heal or draw cards or dump useless cards if your hand is full, and keep your big minions in hand for the turns after Scream.
Evenlock is played in tournaments, so there should be videos available of it being played by pros against a variety of decks. It can be worth watching those to see how they play it in various matchups.

I think it was done to shield the even newer players who haven't yet made it to rank 20 from what you're experiencing right now: more experienced players with a larger collection ending up at the lowest rank they can drop to because they don't play a lot.
As Enk said, it's probably worse now because it's the start of the month. Everyone in rank 16-20 in January has dropped to 20 now and after a few days some of them will have climbed up again and rank 20 should become easier.
My problem against both hunter and priest is that I can never get anything on my side of the board to stick. Hunter has Candleshot + Hunter's Mark or Deadly Shot or Freezing Trap to deal with Mountain Giants. By the time I can get one to stick it's too late and they're already pulling 9/9s from their deck with charge for free.
Priest has Shadow Word Death, Psychic Scream and the priest version of Brawl you mentioned. They also can get infinite 40 life heals if playing the quest version, or they just stall until Mechathun and then kill me regardless of the rest of the game. I only have a few serious threats if kept above 15 life, so eventually I just run out or die to the combo.
I literally don't think I've ever won a game against Deathrattle Hunter or any priest, so I'm considering conceding immediately upon being matched against these two classes to save time. The problem is that that would kill roughly 60% of my matches before the game even begins.
I get that Blizzard is trying to get people to keep paying money for the game, but I wish there was a separate free to play league for people who can't just immediately switch to the best meta deck each time Blizzard changes the rules of the game.
