Discovered today that Rat Trap will not activate if your opponent has a full board. It seems to me like the secret should activate regardless. It gives a legitimate counterplay to the secret if they fill their board.

I think it's grest those don't activate with full board. Think about Nobel Sacrifice. Sometimes I had games where they try for Nobel Sacrifice with full board, it won't trigger so they kill a minion and then they attack into the new Noble Sacrifice.

Excuse me... What? Not a bug, just something called "consistency", dude. But why are you surprised by this? Many cards work the same way. I really don't understand your attitude towards this, bro...
Consistency isn't the full explanation. Yes, Rat Trap works like other cards that put minions out that they won't work on a full board (you can't play Animal Companion on a full board) but that doesn't explain why they ALL do that.
The reason Blizzard said is that they hated spells that 'fizzle'. That is, spells that can end up doing nothing at all when played. The card CAN partially whiff: minions with battlecires with no target are fine since you still get the minion. But it should do SOMETHING. That's why Wild Growth gives a card when you cast it at 10 mana, Summon demons summons 1/1s when you have none, and why secrets won't 'fail' when they see their trigger but can't activate.
Blizzard has toned down on this since then as I've now seen cards that WILL do nothing at all in certain cases. But since we set a prescient, cards that use old mechanics will still have the old mentalities. Thus Rat Trap won't trigger on a full board since other secrets that drop minions won't either.

If it was his Rat Trap that didn't activate, everything works as intended. With normal interactions, there is only space for 7 minions (or minion like elements) on the board.
If it was your Rat Trap that didn't trigger because your opponent's board is full, then it's a bug.
You can already play around Rat Trap. If you know it's there, you can choose to trigger it on purpose when you have something that could deal with the 6/6 that comes from it. And you can further play around it by not playing 3 cards until you can do so.
