He has a lot of uses if you get creative in your deck-building. If you just net-deck, dust him because nothing is around with high win rates.
I've seen him used in fun meme decks like Rogue destroying their decks and playing the spider guys and a few key cards. There is a lot you can do with him, and it only expands as the game goes on.
Again though, if that's not your style, just dust him, as he will likely never be in a top tier deck (likely).

Never dust a legendary unless it's gold. You'll just open it up again. Also, Hemet is one of those legendaries that's good for theory-crafting, so he's not unplayable.

I find this card pretty cool and versatile. Maybe we'll see some broken potential for this card in wild too and it may get nerfed like Aviana did. I would not dust him.
No legendary card deserve disenchant for 400 dust.
I actually disenchanted mine, but he was golden and i don't play such decks who require him. I tried Shudderwock deck when he was popular, and i lucky to have him, but the deck is to much rng and very annoying to play even.
So it's a very different story.

The only decks he's useful in would be Mechathun decks. Specifically Mechathun priest as the others don't need him.
That deck is tier 4-5 though, so the consistently winning part is quite debatable.
Mechathun Priest is the best i can recall.
If you are certain you will never want to play Wild, dust him.
Mecha'thun Priest or really any Mecha'thun deck can use him.

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.

You can use him in Hakkar decks, maybe OTK Paladin. Otherwise - dust him (or keep to prevent him from popping again).
