Think about how many bad legendary cards that exist. Imagine if most of them were good and every time you opened a pack with a legendary, you got yourself a useful card. Instead people get many useless extremely rare cards and have to exchange them in for 1/4 of what they are worth and craft something useful. So yes they are being greedy by releasing useless cards. I can spend $20 on packs and maybe get one legendary which probably won't be the one I want, and end up dusting most of the cards, then spend another $20 and the cycle keeps repeating.
You can't release 57 legendaries a year and expect them all to be playable without massive powercreep. It's an unrealistic expectation.
I remember how expensive ungoro was dust wise as they had so many must have epics. They were widely used so the value was there but we don't really want that every expansion.

I don't get it. RR has a handful of epics someone would actually want to have (Smolderthorn Lancer and Crowd Roaster for Dragon Warrior, Masked Contender for Secret decks, Treespeaker for Treant Druid, Master's Call for Beast Hunter) ... most of the others are either too situational (Mosh'Ogg Announcer to have a somewhat hard-to-trade beatstick in Aggro decks) or just unplayable (Drakkari Trickster...) so where's the issue?
Almost the same goes for the legendaries. I got Jan'alai, the Dragonhawk as the freebie and opened Da Undatakah, Zul'jin, Zentimo, Hex Lord Malacrass and Akali, the Rhino. Since then I decided to craft Oondasta and call it a day. Sure, there are cards such as Mojomaster Zihi (kinda lost its use since the Ramp nerfs) or Shirvallah, the Tiger (will have to find a new home in about 3 1/2 months) which I'd deem as nice- but surely not must-have.
May I ask you guys something?
For me the following thing is more common than I wish
For example: If I craft two epics from RR and I am opening packs afterwards, guess what... I get my crafted epics as duplicates (at least one)
*tin foil off*
in case of legendaries Duskfallen Aviana, Harbinger Celestia, Griftah can I call mine

It's better than if they are all playable and you feel compelled to craft them.
