Absolutely. The "random" pool consists only of King Krush, Captains Parrot, or Angry Chicken. lol

I actually tested this theory out. You can too, especially since we have a PvE match with nothing but them.
The result is this: there's no evidence showing that any of the cards get a preferential treatment. Any best has an equal chance of coming up.
It's like the impression that Amaz's Rag always hits where he wants it to hit. It's fun to think of that and talk about it, but in the end, it's not true.
