It's going to come out in december. Expect the announcement early november with the card reveal drip fed throughout. If i had to guess I would say around december 4th.
I should add that if player base stagnates and they feel artifact is a bit too scary, they could surprise us and drop it any time after they announce it. I doubt it though.
I buy every bundle that comes out now, but if you have a decent collection, now's (imo) the worst time to spend gold, unless you seriously lack cards from WW onwards. The KOFT bundle was awesome because the DK cards are seriously OP and will always & forever be used in wild, & dust value was probably the best in a long time, but I wouldn't do it if they brought out the same for K&C, even at half the price. Hell, I even skipped the pre-order and spent virtually no gold on that one, I found it so crappy, just arena'd the whole way through. Spend on stuff you're missing from this year (it'll last a while) & build up a stash for next xpac & particularly the first from the next rotation, as that'll last you 2 full years in standard. That's always the one to blow all your gold & dust on, regardless of how good or bad it is.

I'm hoping the reason this guy has finally been banned is because for the past few weeks he's done nothing but try and promote artifact in literally every comment he posts, maybe he had been paid by them to do so and now been banned for it. haha
Regarding the question on gold btw, the point to start saving gold is around a month after the last expansion. It's not as extremely required as before but still a general rule of thumb.
Oh hush. That Blizzard has gotten back to doing Soon(tm) stuff doesn't mean it's going to happen everywhere. I'm assuming that the expansions will keep to the same rhythm as they always have been and be announced in November then come in on December.

Considering every single final expansion has been coming out in December for the last few years (and this info is readily available: https://hearthstone.gamepedia.com/Card_set), what's the most reasonable guess for the release timeframe of this year's final expansion?

Yea that sounds about right.
K&C was released around the start of december so it isn't unreasonable to assume somewhere around there.
