You don't mention the quest's design, you don't mention the state of the meta, nothing else. Only the Charge mechanic on Basic and Classic minions? Are you sure the problem is not with the quest itself rather than the minions? I think Quest Rogue is problematic because of the quest, not because the minions it uses. If there's no complaint about taking instant dmg to face by spell (which is impossible to defend against aside from Counterspell) then why have a problem with instant face dmg by minion? The taunt mechanic exists.
This complaint always comes off to me as just mere salt.
Charge was a mistake to bring into an attacker's choice format, true, but...I would rather they work on a tournament mode or a sidebar rather than muck with old cards. None of the charge cards come remotely close to meeting either nerf criteria, so why would they spend the time and money on a blanket removal?

I guess OP is right, just see how Charge is powerful: Patches the Pirate was used in EVERY SINGLE DECK pre nerf, even in control ones because it was totally OP due to Charge. Post nerf only some builds of aggro rogues keep running it and it was not even a core card

I don't think Charge minions is a problem here. I mean... Charge is fine, minions are balanced (who carry charge status itself). In my opionion in current balance changes I do not see any card from Boomsday that should be nerfed. Honestly, meta is fine. I just do not like Zoo-type decks, it's just unfun to deal with (but satisfy to beat this kind of ppl who run super-aggro deck like zoolock<3).
Giggling InventorIs totally balanced card. I do not see any reason to nerf it. If you have problem with this card, use Mossy Horror or Blood Knight (this card is super good in current meta, I have had many situations where blood knight has got a 12/12 stat, for 3mana? I'll take that.)

Patches is also recruited by many cards. Recruit another mechanic that is kind of problematic and borderline OP. It was the combination of recruit and charge.
I wish they'd rotate stuff into the classic set...then they can roate wahtever they like out of it. For example, this new set should have really come with some GvG cards coming back in. Endless reprints are not cool.

nah dont make them HoF , just replace freaking charge with rush. and make some stats changed, cant be that hard
The resurgence of QR happens because of:
1. Favourable meta, mainly at legend.
2. Giggling Inventor (midrange stall and insane value after Quest)
Charge minions didn't change between the 2nd nerf and current moment. Only the above points.
Also, however problematic charge is, if the key point is QR, then QR is the main problem, rather than charge.
Charge is an important tool to let many classes finish off opponents after board clear. I’m personally not down for extreme control only metas.
