I find that most decks on ladder are extremely fast aggro decks that no budget decks have any chance of keeping up with. Is there any deck that can be built on a budget that has at least, say, a 40 percent win rate against these decks? Ideally I would not drop down too many more ranks just trying to fulfill my quests.
Unfortunately I don't have Baku, so I can't make my own broken aggro list. I was hoping for something that could counter aggro, like an only board clears deck, but I'm guessing aggro is so efficient now that even board clears can't stop it since they just refill in one turn. Maybe something that could gain lots of armor like druid?

The best classes versus aggro are Druid and Warlock. Specially warlock, with a lot of heal and a lot of AOE like defile, hellfire, twisting nether... You could try a classic handlock/control warlock. Not too expensive, you need the same AOE, add dreadlord, Reaver, the 2/4 for 2 mana.. Use the project to disrupt combo decks and sacrificial path to destroy their demons. What about token druid? It only has one leggo and 6 epics, and even the leggo is not really essential (I subbed in a ferocious howl for more armor gain).

Control decks are typically impossible to budget.
Giggling Inventor is a first, cheap step to stall board based decks. But it is not enough.
You could try the Demon versions of Zoolock (without Keleseth), and you can at least stand your ground against other Aggro.
But yeah, being on a strict budget prevents you from having your own choices on how to ladder...
Odd Rogue has included Blood Knight as a tech card and the card will likely be targeted often by aggro decks
