Why on earth are meme decks the most expensive decks outside of a few select meta decks (highlander priest and control warrior come to mind)? I can understand Blizzard making some paywall for the top meta decks (which isn’t t actually the case btw) but why make meme decks SO EXPENSIVE? What’s the point?
It's because meme decks are focusing more on flash rather than efficiency.
All decks start out pie-in-the-sky in their optimism. They picture things like Boomship dropping ysera/Lich King/Grom. However, you then realize that, while that is flashy, it's VERY unreliable and unstable so you weed out the flashy cards are put in more stable cards. And in hearthstone Rarity=Flash (rather than power). Thus as the deck gets refined, it also gets cheaper and also less interesting.
Meme decks never go through an efficiency phase as the entire point is to be flashy. So when the deck proves to be unreliable, you shrug and go "it's a meme deck, it's not supposed to be competitive" and keep all of the high rarity, high flash cards.
Add to that the fact that Meme decks tend to have a 'hipster' bent, meaning you'll want to use cards the pro decks aren't using, which tend to be the non-competitive legendaries.
Also that folks who aren't competitive LOVEEEE their hypergreedy control and combo decks. And the more control and greedy a deck is, the more expensive it is.
There isn't a definition for what a 'meme' card actually is. Just look at what happened with Togwaggle
that was so on point. when i got it as my last legendary from K&C i was like fuck my life, what the fuck is this and i was very close to dusting it (and i never dust anything). then becoming a win condition in a top tier deck made me go wtf???
kudos to the guy who invented that deck by the way, thats some serious out-of-the-box thinking there.
I am pretty sure Blizzard had the Ransom combo in mind when they released Azalina in the next expansion. Seeing how poorly statted they ended up, they probably even playtested it quite extensively...

Zoo rarely goes face before the board is clear or they have a lethal setup. Even the most agressive decks have been fighting viciously for the board first 4 turns for several years now.
But yes, that Epics and Legendaries are the most wacky niche cards is the main reason for meme decks being expensive.

If we're nitpicking it, Zoo is WILLING to go face, but they don't have to. They focus on grabbing the board until the opponent is unable to hold back the threat. If that happens turn 1 then they WILL bumrush you. It's technically aggro, just not 'face song' aggro. Thus "sort of, zooey" description people love to give.
Most of them really aren't that expensive and for the ones that are semi-expensive you can often overlap a bit by getting some of the same cards that multiple meme decks use. For example, getting Aviana & Kun alone open up a surprisingly wide array of meme OTK combos that are not Malygos or Azalina based (e.g. C'Thun variants, Ancient Curse variants, that new boomsday bomb lobber, etc).
Also, if players keep up with some of the tier decks from the past then they already have some of the expensive cards used in a few of the meme decks. It also helps not to dust your cards to chase new decks. It is most often when you dust your cards that you open up the potential for regret when wanting to make meme decks later on.
Well, why play meme decks when you have no place to "test" them?

You do. The testing grounds are Rank 20-15 in Ranked. There you get either meme decks, poorly made decks, or high tier decks run by very bad players. Everyone else has already moved on to other ranks.
i've been thinking of an even paladin deck running both Sea Giant and Frost Giant in wild becasue i feel the frost one is underused and could be used to a good extent in paladin, it's 4 epics and it isn't competitive though, howver if this was a competitive deck like old naga giants decks people would be demanding for nerfs because thye wouldn't have the patience to either grind the game a little or just grind a job and be smart with their money.

I play and test out new meme decks almost every day in casual. I'm not sure why people say you can't do this just because you also face tier decks in casual.
This is a dumb post. Blizzard doesn't make decks, they make cards. Whatever combination of cards you choose to put in your deck, whether meme or otherwise, is your choice. Blizzard doesn't say "let's make a mechathun druid deck and fill it with a bunch of legendaries and epics." The community built that deck based on the cards that were printed.
