Yes, Charge is dead. In a perfect world, Blizzard would nerf Charge to make it not attack heroes, however, Blizzard thinks their players are stupid as fuck so they made that nerfed version of Charge another keyword called Rush. Rush will replace Charge forever.

It more has to do with there being legitimate decks that utilize charge for a win condition that existed long before rush became a thing. Something tells me T5 is smart enough to not kill a dozen or more decks in wild, some which still exist in standard, randomly one day 'cuz reasons'. Keeping most of the charge-based decks around while essentially making rush replace all further new cards was a good compromise between the two extremes.
With that said I do think that charge mostly being phased out is a good thing. Although charge does still have a role in the game (mostly as expensive late game minion finishers). If you want a balanced charge minion design it similarly to cards like Pyroblast.

i think it's time too Leeroy move to Hall of Fame too, all combo or agroo decks have it. Deck kill Ice Block, them kill a important part of agroos too.

The devs said, that they don't plan to design such minions in massive amounts in the future and by removing this the card text should become cleaner. Instead of the well known description they added the following one "+X attack when damaged". So my question is do you think that someday the same will occur to charge as a keyword, if the devs stop implementing charge minions?
Charge should have a place. But it should be a very small place (Big finishers, or a crappy card that can enable a combo). Rush has replaced it for most uses, but we might see it come back from time to time if Leroy or not are removed from standard and those roles open up.
Notably, having a big finisher with it makes sense. Yeah Leroy gets annoying, but I do think there is a place in the game for it (but probably rotate in and out periodically) or for minions that you have to work to get benefit from (like Charged Devilsaur).
The other issue right now with all the mana cheating mechanics even the big finishers that ordinarily do not see play (like King Krush) could become broken.

While I do think Charge was OK at one time, when the different expansions were being released Charge was a big problem just because you could use a lot of early game minions, as well as charge minions, to run down you opponent's health at a fast pace.
That's why I like Rush over Charge. Back when Hearthstone was new you had to use Charge minion in a way that rush minions work. The only difference now is that if your opponent has low health you can't use that rush minion to finish them off, but that said there are plenty of other ways to end the game without the need of a rush or charge minion.

Charge as a mechanic should exist, but should be used sparingly. It should only be put on cards that were specifically designed to be finishers (i.e. on cards like King Krush). Rush is a much safer keyword that accomplishes the same thing as Charge in a lot of cases, so I expect that keyword to become the default instead of Charge on most future designs.
Cards still exist in standard with the keyword Charge. So no, it's not even close to being dead. It has to exist in some form or another, right now it's limited, next expansion could be full of charge minions for all we know. It wouldn't even be shocking if they did considering all the otk shenanigans they unleashed in this set. That said, I don't it will happen, just look at Boar in combo priest right now. That card is a 1 mana 1/1 with charge and has been a huge offender for awhile now in doing degenerate things. They need to be careful with this keyword and they are.
Yeah, I don't think they'll be printing Charge cards anymore. I don't mind the keyword that much (though I only started playing during the KoFT expansion so I didn't experience how cancerous it was), I just think it's a mechanic that should be reserved for legendaries like Leeroy Jenkins, Grommash Hellscream, Al'Akir the Windlord and King Krush.

I think that it is really healthy for the game, I'm very glad that they stopped printing good charge minions :)

Blizzard has known charge was mistake for a while. They're in love with Rush now.

Considering that every Charge card they've made has either been broken or extremely weak, I doubt they'll make more.
