What does Whizbang the Wonderful do at Boom Labs? There are some other Legendaries whose places in the lore have not been explained (Mecha'thun, Subject 9) but I guess since all the other scientists have been explained this one bothers me. Anyone else triggered, or has any thoughts on the matter?
Whizbang is a gay gnome that spends his time playing Hearthstone and trying to attain Legend with blizzard's deck recipes. If you open him in a pack, you can be just like him!

Also why should every card in HS have it's own lore...?
To add more flavor to the card? Why do flavor texts exist?

Flavor text has nothing to do with the lore,they can just write some troll flavor text and be done with it.
Exactly. Why bother with it? Answer: adding more flavor is something that players like, and it’s enjoyable for Blizzard to make some lore for the whacky Legendaries. Else why would they bother to make the lab entries? Or the ‘Entering Boom Labs’ miniseries? Or the comics?
The Kirin Tor mages caught wind of Dr. Boom labs and decided to send an undercover scientist to investigate what was going on. When he arrived there he noticed how many different science projects there were so he decided to learn and use a bit of each one so that he could spy on all other scientists there, with the excuse of a "collaboration project of the same subject".

Peter Whalen said he's a scientist but not much beyond that.

Subject 9 is actually in World of Warcraft, so her Boom Labs lore is presumably pretty close to that.
