For the last few years, some cards from the classic set got rotated to the hall of fame. I think this rotations is healthy for the game. However, with time the good cards from the classic set will noticeably get fewer and fewer, as we have especially seen with Mage.
So, as a possible solution to this problem, Blizzard could choose a card from each expansion or adventure that rotated to wild at the end of the year and add it to the Classic set. They could either choose it themselves or make a public vote for the players to choose the cards. Especially that some cards from the previous expansions can carry archetypes on their own.
I went ahead and chosen a card from each expansion released till Year of the Raven; I've put in mind that these cards do not limit future designs:
It seems very confusing to move cards back and forth between sets like that, and I don't see the benefit. The Hall of Fame is for Classic cards that are seen as limiting for the design space in Standard. Having a GvG card in the Hall of Fame makes very little sense, remember you can not even buy GvG packs with gold.
Blizzard has clearly stated that they would rather print new cards than recycle old ones.
I agree. Maybe the power level of some of these cards are too much for the Classic set. But there are definitely other substitutes that could be suitable.
I think there were many conversations about this exact topic, and they all ended up saying 'You want X card in standard, you out of your mind?'
Only reasonable idea would be to create the cycle, only within the classic set. We have Alex rn, it goes to HoF cycle, while Rag comes back. Then Alex comes back, but Ysera leaves. Something like this maybe. Even this is confusing at some point. Old sets coming into the picture could be too complicated for newcomers especially.
@TheHiddenNinja: The idea was not rotating Shatter to HoF. Shatter was in the conversation to exemplify a good ever-green card. Not very strong, situational and etc. Reasoning was to create more space for cards from new sets.

You are right. Maybe now after they have rotated, it's a bit confusing. But if they announce at the release of expansions that one of the cards will be moved to classic, it will become the norm and won't be as confusing.
And if they moved to Classic, they will just become available in the Classic card backs.

Some cards might be too powerful to stay in standard. But there is always the option to keep cards that are not limiting or overpowered. I might have chosen some OP cards just because I felt they are unique. But I don't think something like arcane artificer or Yogg will be broken in the Classic set. So there is always a way around limiting card design.

Maybe Barnes was a miss :D I just always felt like it was broken mostly with Y'shaarj.
