I'm not sure that such card may exist in current meta even if it would cost 10 mana because you can prepare some card draw like Loot Hoarder or Acolyte of Pain a turn before and ultimately draw your finisher (Shudderwock, Bloodreaver Gul'dan, Ultimate Infestation and so on). But after BDP is released, according to it's insane card draws this card may safely exist for, like, 6 or 8 mana.
That card would be way too op, cause it is a key finder. Jaina, UI, Shadderwock, Guldan (without giants), Valeera. It should be very slow, but low enough for card draw. I would say 5/6 mana.
I think if it specified a card type it'd be balanced anywhere below 4, but that it says 'card' means this is a big tutor for many combo and even control decks. That kind of power would be all encompassing as every greedy or slow deck would have to consider it, horribly warping the cardpool around it, much like Patches, Razakus, Jade Druid pre patch Knights, etc.

Pretty similar the the new legendary rogue spell. That's 5. This is less reliable, yet not legendary. I'd say 5-6 sounds about right depending on the class.

A card like this is not printable. The effect is too powerful to cost less than 6-8 mana, cause it can be combined too easily with draw mechanics. So, what they would do if they would print something along that line is making the body big enough to fit the high mana cost. Nothing breaks the game like cards with spell like effects and low cost. There have been some in the game, but they have all been removed or changed. The size of the body is completely irrelevant for combo cards, cause you reap the result instantly this turn, the body will neither attack or trade or anything. So, alibi statline like this to further lower the cost is just obv. abuseable.
Edit: Reading some people really suggest making it 1-2 mana.. :D
We can compare this card to Ancient Harbinger which is a card that doesn't see any play, the card we are talking about would be x10 times better than this since it can draw hero cards and shudderwock but you need to have card draw avaible for it to be good i would say 7 mana is balanced since you can play it on turn 10 and draw cards with most of the classes

Hard to say. A card draw with a bonus effect combined with a bad body that can be easily killed. Not dangerous in the early game, theoratically.

If it's a legendary 2 is enough. It should be tested in druid first with all the card draw, this is the class where it could be OP.

Well anyway it can't cost 1 mana because of synergies like Dollmaster Dorian. 5 mana for it + 1 mana <this> + 2 mana Radiant Elemental + 2 x 0 mana Power Word: Shield + 2 x 1 mana Mind Blast is exactly 10 mana for 40 dmg otk with Malygos and Prophet Velen drawn. 4 mana would be quite reasonable.

The card will have to be a Legendary and the cost will be 3 or 4.
If the Witchwood Piper wasn't in the game, I would probably say 2 or 3.
1 mana only. It does pull a specific card, but it is conditional.
Anger is the punishment we give ourselves for someone else's mistake.
Probably 3-4? Very powerful effect.
