I then contacted the support of my bank and talked to a person in their credit card department. It turned out, that he could confirm that two payment attempts were declined. It was an automatic thing from their security system, basically because they dont just expect a brazilian source to charge money from my german card. He called somebody else in the security department and they added an exception rule for my card and when I tried the purchase again after about 15 minutes, the payment was successful and I got my preoorder packs much cheaper.

What kind of answer do you expect? It's an exploit, you do it at your own risk. If you're questioning the legality of this, then you already know you're doing something sketchy. Are you asking someone to reassure you that everything will be ok? If so, don't do it. If you do it, be willing to take responsibility for it.

Hmm contacted my bank and they said Google was stopping it before it even got processed due to an address mismatch. Maybe I'll try another address, I don't know.

I'm no expert so I can't speak to the legality of this. But if you're worried about getting your account banned, no one's reported getting banned here or on reddit yet. I've also done sketchy things aplenty with my account like purchasing previous expansions through Russians, Nemsy spoofing and no one has come after me yet. I don't think Blizzard is micromanaging us on that level. Even so, use at your own risk

That being said, exploiting currency rates for Google Play store purchases has been around forever, and I personally have ran over $100,000 (yes, that number is correct, over $100k) worth of payments using this method, and never have had an issue.
Blizz probably doesn't even see the transaction nor would they care if they did), because it gets converted back to USD when they get paid. I think Google either just doesn't care, or just ignores it because so many people do it.

The payment is processed through Google Pay, so you just select the most favorable country for your Google Pay account. Up to now that seems to be Brazil.
Looks like this thread has had the unintentional consequence of encouraging people to try scam Blizz by cheating the app stores for better prices.
