Hall Of Fame is only implemented for cards that are being utilized in every single deck (for a class) regardless of Archetype. Not a single card mentioned in this thread so far fits that description.
I also cannot think of a single card currently from Basic/Classic that fits this criteria either. There is no expectation that Blizzard must HoF any amount of cards at any given time. Typically, they like to hall of fame cards at the end/start of the Hearthstone year, but as they continue to prove they don't believe in CONSISTENCY.
Dude I can't imagine without preparation any rogue deck. It's vital for rogue. If prep goes it takes rogue with itself. We probably can't see any rogue decks in new meta :(
Malygos would be a bullshit card to HoF. Velen is classic class card, won’t happen, and I don’t see Leeroy being HoF either. Kirin could though I guess.

Being classic is what makes a card valid for HoF so don't understand ur argument for velen
Doomguard - high power level in the meta of 'cheating out mana', also no love for Charge minions left (especially for a 5/7 Charger)
Divine Favor - favours (lul) throwing out cards mindlessly to refill to throwing out cards mindlessly => lacks interaction
Leeroy Jenkins - part of every single aggro deck (except for even ones), also 6/2 Charge minion
Malygos - has been around for a long time, narrows design space for low cost spells and effects that draw out dragons/high cost minions
Gadgetzan Auctioneer - divided on that one, limits design space but also not too powerful; depends on how strict Blizzard would apply their own set of standards regarding HoF
Velen - don't think, he will be HoF'd, he's too much part of Priest's identity, also part of the Classic Set, Blizzard will not take away Class legendaries
What about Mana Wyrm? Fast growing 1 drops are just stupid. Also Naturalize seems to get more and more problematic, but this might be more of a problem in wild than in standard already, so changing it would probably be better than HoF'ing it.
Divine Favor covers a similar role in Paladin, but it is just how Aggro Paladin works: continuous onslaught. If anything, i could see it swapped with Solemn Vigil, but not HoFed on its own.
Any other card suggested cover very specific role, and don't limit design space in any way anymore, since class designs are already ahead of that milestone in their development (eg Preparation and Gadgetzan Auctioneer are basically Rogue specific, and Rogue design is currently solidly ahead of any abuse generated by them, ie cheap spells are already a trademark for Rogue, no need for more design space).
Anyway, HoF happens only with yearly rotation. In about 8 months.
They probably need to HoF some of the rogue cards just so it can move... So many of the classic cards arw absolutely staples of any viabke rogue decks..
I honestly don't think any of those cards will be HOF'd. I know Blizz mentioned that Malygos restricts design space, but he pops in and out of the meta, mostly fringe decks and once in a while creates a strong deck. Same with Velen. Sylvannas and Ragnaros were HOF'd because they were literally auto includes in every deck where there was an available slot. That can't be said for any of the other cards on your list with the possible exception of Leeroy in aggro decks.

Only classic cards will ever be moved to the hall of fame.. shudderwock could be nerfed, but it’s not a candidate for HoF

Master Oakheart will be in Hof someday.
Based on Rush being introduced, I predict cards Charge will be phased out. Leeroy and Doomguard being top contenders.
