Leeroy is possible, not more than 50% likely though, Kirin Tor doesn't get played nearly enough to justify it, Valan however is not in a replacable spot, and not OP in any way shape or form, and Malygos, will NEVER be HOF'd, for the reasons I mentioned above.
Would like to see Divine Favor gone, Auctioneer feels like it's overstaying it's welcome, and possibly Divine Spirit - It wouldn't necessarly kill Inner Fire Priest, Priest still has many tools to increase the health of friendly or enemy minions, and I feel like 5 or less mana to kill you (at full hp or slightly less of course) or make an unkillable minion (half of the time) is just cheap.
Leeroy Jenkins - this card can be put in every aggro deck (except even decks). It limits design space for cheap attack buffs, because you can simply have a 14/2 Leeroy as Rogue for 7 mana and a 12/2 Leeroy for 7 mana as Paladin. It's just too good as a finisher. I don't want to know, what else could you have if they would print cheap attack buffs for other classes
One of Rogue's cheap spells - Preparation, Cold Blood or Shadowstep - When you combine them with Edwin, Leeroy or Auctioneer, they become OP. Preparation is the most possible one, because you can still draw cards from Auctioneer even with 0 mana remaining, make a 10/10 Edwin on turn 3, or activate other combo cards easily.
Divine Favor - Aggro decks shouldn't have big card draw (no, Warlock's hero power is not a BIG card draw). Paladin with this card can empty his hand very fast, and then draw even 6 - 8 cards. The worst thing in this card is punishing your opponent for drawing cards and/or not playing many cards in early turns.
Stonetusk boar - 100% limit space and noone using it. Leeroy - broken finisher who limits future buffs. Alex and maly maybe, not sure about them, but i trust Blizz, and they said: it s limiting them. Maybe prep too, i hate all zero cost cards and this makes another card zero cost or low cost.
It all boils down to which class is OP at the end of the year. Right now it is impossible to predict what gets rotated.

Honestly only cards I see in Standard right now that'll always be problematic at some point are Wild Growth and Nourish. Druids identity has always been known for ramping I don't think that'll change but with the powercreep of Druid getting more and more powerful cards I don't believe those cards are truly needed anymore and can honestly almost teeter Druid to the point it'll be on Jade Druid Tier 1 level again which I can imagine will promote quite a stale meta where people only play one or two decks beyond Rank 5. The issue with them as well is they can't be interacted with (besides Counterspell) but recently with creatures like Greedy Sprite (silence being a big thing in the meta) and the new Biology Project in Boomsday you're able to counterplay the ramp in a way so I think Blizzard are right on the money with those cards even Mire Keeper wasn't too bad didn't have counterplay but was under-statted to make up for it's powerful effect. I imagine it'd be one or the other so Wild Growth or Nourish it's at the point where they're almost borderline broken.
Another card I'm on the fence about would be Divine Favor as I believe 3 mana for a draw 4+ cards against some decks is absolutely insane and no counterplay for it (again besides Counterspell) that or just dumping your hand and wasting cards/removal with specific decks which you'd get punished for if you don't use removal at the correct timing. Also allows Paladin Aggro decks to just dump their hand as quickly as possible with no reprimand and be able to reload with a very cheap costing spell. Compare it to Sprint which is 7 mana draw 4 cards which can be reduced by Prep but it still requires usage of 2 cards to draw 4 so you're only technically drawing 2 for 4 mana which is reasonably fair.
But yea will be next year for the next HoF rotation (if there is one) so could be a bumpy ride depending on how much powercreep Paladin and Druid get in this upcoming set.
How you people sanely suggest Kirin Tor? That card has virtually seen 0 play since they added Explosive Runes. With the classic secret package the card is not even that well performing. It's fair, instrumental for the mage secret flavor.
Gadgetzan Auctioneer is definitely next to go. I would be very surprised if he's still in standard next rotation. GA doesn't bother me, personally, but he's a great card that seems to be a significant staple in quite a number of decks.
Dude, next HoF rotation will arrive in 8 months.. but if I were to predict, probably: Shadowstep, Divine Favor and Leeroy Jenkins.

Last, but not least, a card that got terribly nerfed. I like what blizzard has done with Molten Giant. They can do the same with Force of Nature, Keeper of the Grove, Ancient of Lore, or even Nat Pagle or Illidan Stormrage
Why are we talking about this now? No cards will move to HoF until the first expansion of 2019 (about 8 months away)

Class Legendaries will never be put into hall of fame. You cannot compensate them as they are the one and only lass legendary in basic sets.
Also, it hits cards used in bascially every deck for that class or overall like Azure Drake.
Right now there are two cards which see a lot of play in deck types: Acolyte of Pain and Doomsayer.

OP, I don't see why you said Malygos and Prophet Velen. These cards seem fine, at least from my perspective.
