I'm f2p, bought only the welcome bundle to get a guaranteed Velen; honestly, I'm not willing to pay 2 euro for a pack, but those kinda of special deals are fine (5 euro for 10 packs and a legendary in the welcome bundle). That said, I didn't preorder or take any other special deals, nor will I get this one - it's just too much money for a limited offer. And I don't mean time limited as in we're only able to get it now, but time limited as I'll play with those cards for a year and a half, and then they're basically gone so I'd feel I've wasted money since I don't play wild.
OP is clearly delighted by the jaraxxus skin, I'm not really tbh so I don't care...but if Arthas was behind a pay-wall like this (or, idk, Illidan?), I'd probably be a bit disappointed with the way they went about this.
In general, I feel like only cosmetics should be purchasable in these types of games - we should be on equal ground with our collections and ability to play decks (not give us whole collections, but easier ways to get more cards without paying money), but people should get more cosmetic options they could use to distinguish themselves - for example, whenever I see someone who uses that golden china cardback whatever it's name is, or a dalaran cardback, I know it's someone who played in major tournaments etc.

Yes and that (for arguments sake lets say £30) buys you around 150 hours worth of gameplay so approximately £0.2 / hour. However your restricted to playing within the confines of that games environment and once your 150 hours are done there's not much else to do (I certainly get no enjoyment from replaying). You're also restricted to the media you use for the game, having to play it on pc or console which means the convenience of playing is impacted.
On the other hand I spend £130 on these two pre-orders which gives me something that has no finite life (as I play both standard and wild). I play around 5 hours a week (both standard and wild) so assuming at least one card makes it into the decks I play then over the course of a year this game costs me £0.5 / hour. Taking into account these cards will continue to be used for longer than a year the cost per hour is even less. On top of that I can play it at my convenience on my phone or tablet so the convenience of play is far higher than a traditional AAA game.
So in terms of value, for me at least Hearthstone is far greater than a traditional AAA game. The cost per hour may be a little more but the amount of time I am able to get from my purchase and the convenience of playing more than makes up for it.
Edit: My original maths for the AAA was truly terrible, I hope no one saw it...

With the back to back taverns of time and fire festival we've been getting double gold for almost a month now. This means that players feel like they are getting more out of the game and are thus more likely to spend money on it. The mega bundle with a well liked character skin just pushes it over the top so people feel ok spending money on the bundle. Complain about it all you want, my point is this really isn't that surprising of a move.

-Mecha Jaraxxus is cool in concept, but watching his emotes made me very disappointed! It was just a slight variation on the normal Lord Jaraxxus, which I know too well already. Step it up, guys! You can't expect mech heroes to take off that easily in Hearthstone even though they might sell a lot in HotS.
-Buying cards for real money is far too expensive, and even the bundles do not give enough content for my money. It is too easy to call something a "value" offer when the prices are off the charts to begin with. I have saved up enough gold and dust to get some good new decks anyway.
-Please offer more big bundles, but slash the price per pack in half! And if you offer heroes, do a better job with them!

For 80 eur I can have 2-3 new games on PS4 .. 50e for 50 packs - I can have 1 brand new or 2 maybe half year old games (Always prefer 1 game and 100 hours of fun... it is more than 50 packs that containg maybe 2 random legendary cards)

Yes, I do. 100 or even 150 packs for €50 sounds perfectly reasonable to me. You still would not get the complete set. Also, it would make buying the bundles a more sensible opion for players who do not want to grind.
The efforts they put in to retain a playerbase, like giving more gold for quests, making them easier and special events are working out well, but the incetives to make the players spend money are too bad.
We rolled from Toki quests which had great gold and dust rewards and were super easy, straight into Rags fire fest with double gold quests.
By the time the new cards drop I should have 70 or more packs. For free, just for playing. Normally I can get between 45 and 50 for free between each new expansion but this time round they have made it far nicer for budget/ f2p players to accrue a lot of gold.
So I am 10 packs short on the super bundle so as long as you don't want the skin you really don't need it this time around. Who knows if they will keep this trend up because if they do I might just go free to play, 70 packs and my dust pile is enough every expansion for me.
Then let the whales be whales and do what they do best.
I am not saying that you are wrong to be upset, but it is a bit incorrect to say that all heroes before have been free. Almost all of them have involved some investment, either time, money or both
Alleria Windrunner, Medivh, Magni Bronzebeard - All of these cost money. Not free
Khadgar - Cost money. Had to donate to WWF to get this. Not free.
Lady Liadrin - Free, if you go and grind a WoW character up to level 20. This isn't even a Hearthstone time investment so it's hard to argue that it has any benefit within the game and forces you to go download / play another peice of their IP. Free, but annoying to get. Also requires a Desktop computer, so if you are a Mobile or Tablet only person, then you are SOL.
Arthas Menethil - Free if you grind LK for all the wins. While possible with a F2P account, many of the easy strategies involve the ingame paywall of having a robust collection since all the cards required aren't exactly in the Standard meta. Bit of a waste of time, but I'll give this to you.
Tyrande Whisperwind - "Free" only if you either had Twitch Prime, or lived in a country where you could sign up, had a credit card to sign up and were able to use the free trial when signing up. Not really free.
Maiev Shadowsong, Lunara - Free after completing games within Hearthstone. This is the most "free" of the heroes since arguably the time investment is already something you would do playing on ladder, if you ladder. If you are an arena player, it is a bit of a waste of time for you to go play standard.
Morgl the Oracle - Free after a "friend" hits level 20 with a character. "Friend" here because I would bet that most of these were earned by players grinding an alternate account, so the time investment is not only there, but likely on an account you will never use again, so a complete waste of time you could be spending playing your main account.
Nemsy Necrofizzle - Not free, or even available, unless you happen to live in a city or close enough to a city to get this one. If you don't you have to travel, which cost time and money, to another place when they have a Fireside to get it. You could argue that you should set one up yourself if this is the case, but I suspect for the vast majority of people that this isn't an option (age, privacy, venue, and more all being factors).
Mecha-Jaraxxus - Free, with the purchase of $80 worth of packs, at their pre-order rate of $1USD per pack (the rate for every expansion except Witchwood). Yes there is a paywall, so arguably not free... depends on how much you plan to spend on the initial pack purchase.
Anyways, I think you are within your right to want other ways to get at Mecha-Jaraxxus, and arguably every one of the heroes, but I don't think that they have to be free. They are rewarded as part of the marketing and promotional strategy for Hearthstone (cross sell for Liadrin, incentive to attend live evernts with Nemsy, get friend to play with Morgl), and with this one a reward for preorder. All of these are fine in my opinion, but I think that players should have the option to purchase all of the heroes with either real money or in game currency afterwards.
tl;dr - None of the heros are really free (time or money investment required) and not all are even available globally, Blizz should make them available and purchaseable within the client with $$ or Gold.
