If the almost mono-syllabic emotes, and/or the 60 seconds or less it takes someone to max out their turn is affecting your day so horribly, I'd suggest some serious emotional counseling... Sounds like a pretty drastic reaction to a miniscule 'problem'. Like many have said, people are often playing out their class cards to complete a quest, and even if they're just being poor sports, it would take you longer to explain why you're reporting a person, than it took for the person to drag out the turn. If you're looking for a one button report option with no need of explanation, you also might need to work on your social skills.
If it's the high of thinking you're about to win a game, turns to a heavy low, because you end up losing, sounds like the game is enabling some harmful addictive behavior, and it might be time for a Hearthstone break.
For the record, a 'toxic' person is someone who has substantial negative effects on your life. No random Hearthstone opponent should come close to having this impact on you, and if they are, again, time for a break.

When a report goes in, they HAVE to read it - They read EVERY report, so adding a report feature to the game would make them so much busier.
Is this why 9 times out of 10, the reply I get back to reports is copy and pasted text that doesn't apply to my report in any way? I guess terrible reading comprehension is a prerequisite to the job of a report-reader, so they HAVE to read your report, but they're not allowed to understand what you're talking about... That, or they don't actually HAVE to read your report. Assuming opening a message is different from reading it... You'd have to know how to run a company to understand the report reading/replying process though, so I'm out of my league here... Wait, I do run a company. Can I hire you as an advisor? It's a carpentry company, but you seem business savvy enough to figure it out.
Hahahahaha you people who get so triggered over BM..do you not understand that your reaction is what fuels those who do this? When I topdeck lethal in a sticky situation, it's my prerogative that it's absolutely necessary to wow emote, hovering target over my own face and various minions for a few seconds before sending my opponent straight to Valhalla (especially important when facing a shudderwock player..not that Odin would ever let them in). The last-second 'Face the wisdom of the seas!' as they die serves two functions, 1: fills my soul with glee and 2: reinforces that it does indeed rile the player sufficiently to make up for my own rage at facing the same mind-numbingly stupid deck for the 20th time that day and having to work so hard to occasionally barely win while all they do is casually draw, draw, combo piece, combo piece, clear, heal, draw, draw, combo piece, clear, heal, omfg 3mana 12 heal are you joking...anyway, as others have mentioned, we have EARNED the right to use our cards and 90seconds(?) HOWEVER we please thank you very god damn much! Not to mention there is the chance we dc or misclick, throwing the game entirely and unnecessarily..so it is our own risk we are taking as well.. in fact just today I accidentally blazecaller'd my own face against baku rogue (yep..ouch) because I went to respond to an emote. Not really bm on my part there, more his as I was responding but still. Won anyway, but man if I had lost..would serve me right for emoting no?
I assume you're a liberal as you feel you are entitled to control what other people do in a free society(game) when they annoy you by tattling on them, and to hell with the mostly innocent people that get swept up by the obviously inevitable abuse of your draconian enforcement system but sorry man, no safe spaces will be coming to HS anytime soon. If you get that triggered over, let's be real, almost always less than 30 seconds of your life.. this is not the game for you my friend. In fact, I'd stay away from most gamers tbh, and remember to always take a cab lest you are oppressed by toxic manspreading on the tube.
Also, when I draft Jaraxxus in arena or steal him from your deck, etc.. ie an unusual and/or OP situation to play him in.. you can bet your ass I will be letting you know as often as physically possible that YOU FACE JARAXXUS, EREDAR LORD OF THE BURNING LEGION so squelch me if you don't like it bro, pretty simple.
