People who behave like absolute dicks, such as having lethal and either trolling around by pretending to not have lethal by using non-lethal cards until the very last second where *BOOM* 2 fireballs in the face after having just used 2 mirror images, together with a "Greetings!", or the complete idiot spamming "well played!" after each and every play.
Second one is silencable, first one is not. Why hasn't Blizzard put in a report function? Hearthstone has by far one of the worst communities, and it's quite ironic really because of the lack of a chat function.
There is a fundamental difference between bad sportsmanship and being abusive in chat. The latter is and should be reportable while the first one should not be. People are dicks and it's a fact of life so best not waste your time trying to fix what cannot be fixed. Move on and let them enjoy their moment in the sun before returning to their misery.

What punishments do you suggest for simply using features in the game, perhaps in a poor manner and who's to judge what's allowed or not since it's merely features in the game used in a certain way.

A rather stupid suggestion.
There are quite a few games where it's punishable to intentionally delay the game even though you've won. I can't remember which, as I played both, or if it was both, but in DotA2 or LoL you may get banned for intentionally trolling around and not finishing the game even though you have all three towers down and got super creeps.
Nothing major, but a 24 hour ban is something I could see fit.
Other than being very subjective and a nightmare to manage, this makes no sense in a game where you can have "play X cards of Y class/type" quests. Sometimes you just want to play those 6 pirates...

You won the game when your opponets character explodes. Not before that.
What would the punishment be? A ban? I think not - this report function is a terrible idea
Bad behaviour, and not just actual idiocy in chat, is punishable in many games. Why should Hearthstone be any exception?
I think the main problem is, that you consider bad behaviour anything you don't like. Unfortunately, unlike a snowflake, you have to endure other people. There are some possibilities though: - Do not play Hearthstone, so you will not face human interactions - Play only PVE content (Monster Hunt etc.) - Realize, that a problem is in you. It's funny, but I do not encounter "stupid" reactions.
People are assh*le yes, they want to trigger you and you walk right into their mindgame.
The problem with a report system is that sometimes it's a bad player who only saw lethal at the last minute or Timmy player who just want to win big: for example I have a IRL friend of mine that like to clear the whole opponent board before giving lethal, for him it's not trolling it's just about winning big and controlling the game.
Usually when this happens to me I just concede (If he has obvious lethal but not playing it yet) or do something else while at it (hearthpwn / blog / social networking if on computer, or dinner / wash my teeth / watch tv if I'm on the phone).
Maybe that dude has problems with counting to 12 and had to find his calculator to do that? Maybe he played 2 mirror images because he wanted to complete his mage card daily quest? You never know.
And to be honest I have no idea why people rage so much about emotes, Of course we all know that "Greetings!" doesn't mean that the palyer actually greets you half of the time, but why is it so frustrating for some people? Emotes are the only way to communicate with your opponent and each player has every right to use it as he pleases. You can even squelch every player you play against (Blizzard still should implement auto squelch option though).
Also, report function should never be implemented in HS in my opinion. People will start reporting their opponents for simply playing the decks that they don't like to play against.
And I honestly don't think that toxic players are such a problem, Its probably that "vocal minority" that creates such an impression about the community and the other part of that minority cries and complains about it. I get matched with people who BM 1 in 20 matches at max. Same with my friends who play HS regularly. Maybe HS has a behaviour system?
Timmy!? Am I sensing an Alpha Investments reference? :D

this used to really annoy me....but now its just meh....if you wanna act like a dick, go right ahead - what does it matter really.
as some have said, sometimes there is a legitimate reason for not killing your opponent off immediately, especially where quests are concerned - but if they let the rope burn and then at the last second play the killer card, and greet or thank you, then you haven't lost anything apart from a few seconds really....youd have lost the game anyway.
be the bigger person, enjoy the game for what it is, and know that whatever you do/play, there will always be morons who try to wind you up however they can - and this is the only real way in HS to do that.
BM similar to faking not having lethal happens in many circumstances in life. It is even a part of the game, once in a while, it is possible to steal a win by faking a lethal and baiting out a concede.
In sports, it is pretty common to go for unnecessary flashy moves to show off, double flyers in basketball, take a bow and walk the last 10m of a won race, heel kicks inn soccer etc. etc. If the game is lost anyway, I am not upset if my opponent wants to squeeze the last bit of fun out of the game.
Impossible to track down a lethal abuse over the humongous amount of games each day.
It can even be a simple mistake by the lethal-ing player, who realises too late he has a lethal, or mis-click, how do you know for sure?
You cannot punish unless 100% sure of abuse, and you simply can't be.
-----
As of emote BM, even auto-squelch is insufficient, imo.
Why? I am not tilted by BM. I am tilted because the BM CAN happen. I am tilted by the fact that a BM player is aware of the abuse, and he proceeds anyway, while knowing there is no retaliation (as there would be irl). Independently of the fact i can see it or not.
I am tilted by the abusive position or possibilities that are granted by the game.
And i cannot answer a "you are a c*unt" through emotes, and a "wow" with sarcastic connotation is too subjective.
So, i maintain that the only emote solution is a mono-emote system that are available exclusively within the first turn for each player. Un-optional, mutual silence after that.
Or just no emote at all. It's BM in the majority of uses anyway. The benefit of having emotes at all is a niche thing for a utopian world.

dont blame the folks blame the devs cuz they could have imported auto squelch option way before which ppl suggested manny times.
An auto squelch button should be put in place and or let the other player know they have been squelched.

For good reasons I don't think blizzard wants to be flooded with reports about rng, hacking accusations, cancerous decks and ingame BM.

You probably never heard of DotA 2.
There's a plugin for the HS decktracker that does that.

most decks can come back from very poor positions so bm can be punished(see for example krips' video- "don't play with your food")
some people don't have lethal and bluff it to win games they shouldn't win. it's more effective against salty opponents)
you can always concede or squelch if you don't like playing against someone. and if you are salty it's not the other players' fault.
also there's no reason to report anyone if they use a bluff tactic or they don't ein and give you a chance to win.
