so i just played justicar after i played garosh DK and somehow it doesn't change the heropower back... but justicar sais that you upgrade your starting heropower - so it should be reverted back. What are your explanations about that?
I can't believe people still don't know about this when it's literally a years old interaction.. it was the same with Jaraxxus so why would this be any different?
Dude, he is clearly new. Relax. Also, DKs and Justicar did not exist in standard at the same time, so people would not as inclined to mention it. The only point of reference from before would be the seldom played Majordomo Executus and Jaraxxus (but you never used Justicar in Warlock anyway).

True, but to be fair many interactions are still not consistent with other interactions in the game.
For example, Naga Sea Witch reduces giants in hand to 5 & then the giants reduce the cost further, but then you have things that resulted from the April 16th hotfix that prevents cost reduction effects from reducing Sonya minions in hand lower than 1 mana or preventing Splintergraft 10 mana minions to 1 mana when Aviana is on board.
The game is far from being consistent with interactions and mechanics.
To support the TO: as far a I understand, he asked, whether justiciar will change the hero power back to the original, but upgraded. Sulfaras, for example, overwrites the DK hero power, too.

I was so confused haha
Justicar Trueheart's card text says "Replace your starting Hero Power with a better one.". When you become a Death Knight you obtain a new Hero Power, so playing Justicar is not going to replace it with a better version of your starting Hero Power because it is no longer your starting Hero Power. That is all dude, just pay more attention when reading card texts.

But it works after equipping Sulfuras and getting Rag HP and Rag HP is not a starting HP. Hearthstone’s mechanics and interactions are extremely inconsistent.

Justicar Trueheart only works with starting hero-powers, that does not mean that it needs to be YOUR starting hero-power: there are cards that replace your hero-power with one of another class; best example for it is Sir Finley Mrrgglton. If you replace your hero-power with it from another class, then you can actually upgrade it.
And since there are only 9 upgraded hero-powers in the system, you can't get any other ones, especially from hero-classes.

"This card's Battlecry replaces your current basic Hero Power with the corresponding upgraded Hero Power:
- This card's effect only replaces one of the nine basic Hero Powers. If the player has an alternative Hero Power or already has an upgraded Hero Power, this card will have no effect.
Example: Suppose a player with DIE, INSECT! uses that Hero Power and then plays Justicar Trueheart. Since DIE, INSECT! is not a basic Hero Power, Justicar Trueheart will have no effect: DIE, INSECT! will not be replaced nor refreshed for that turn.
- This effect will replace a basic Hero Power with its upgraded version even if it was not the Hero Power the player started the game with.
Example: A hunter with the Armor Up! Hero Power obtained through Sir Finley Mrrgglton plays Justicar Trueheart. The Hero Power will be upgraded to Tank Up!, not Ballista Shot."

Only works if you never changed your hero power, my guy. Justicar does not interact with ANY hero powers that are not the base.

That will break the game, For example, Druid DK 3 armour up then if justicar worked it would be 6 armour up. Best of luck in winning any games :)

Naa i i'm not that new (1 year) but i crafted justicar today and i didn't know that interaction. Ohwell lerned something new :)
READING the card text helps

counterintuitive... playing justicar should change to the upgraded basic hero power... imho.

Justicar don't belong in a dk deck just saying

Can't upgrade what is not there anymore.
