It'll only be in the TB, and that'll be because it'll technically be creating a new card when you upgrade, I suspect, and thus applying the manastorm effect again with random cost.
The most important was that the spellstone upgraded with just 1 armor out of 3. Just by hero powering. I tested that in one of my next tavern brawl games and it worked the same. Secondly, I havent seen other card that costs 1 mana reduced to 0 mana in this tavern brawl and this one does it consistently.
A funny other thing that happened to me after reading this thread was the following. I was playing Tavern Brawl and had in play Fandral Staghelm. The choose one cards in my hand were glowing normally. Then I opened a pack generated by Elise the Trailblazer and they stopped glowing. I m like what? Then I made the most akward play ever to make sure that I was not punished by bugs. Thankfully the effect worked as it was supposed to and I was just hunting demons.

Actually for some reason the spellstone has a different text.
This is the very first turn of the game (I did not gain armor or sth, you can see I have the first four cards in my hand and 1 mana left).
The second turn my original spellstone costed three mana, I pressed hero power and reduced to zero again.
