I have been playing since day one. I have got all cards in the game you need, if I am missing some I craft them without thinking (sitting at 20k dust). But the game has been getting so boring in the past 3 months that I just logging in and play for the quests (mostly versus my second account)
I have started "playing" today and noticed even at rang24 EVERYONE plays viable decks with all cards you need.
What happend !?
This is insane, usually at this noob rang there are only gimp decks around (!?)
It‘s because this game is only affordable if you buy the 50 packs stuff each expansion and play for hours a day. Nothing for casual players but rather something for core players.
Yeah I remember when Rank 5 decks didn’t have complete deck lists. Then later when the game was released you had to reach Rank 5 to meet complete tier lists.
Two years ago complete tier lists was at Rank 15.
I guess you are bound to find complete lists at Rank 20 now.
Blizzard has also given us more and more free stuff the last few years with better and better quests, Tavern Brawl free packs, end of month chests etc etc.
There should probably be benchmarks you can NEVER get below once you pass them.

I mean my friend was not supposed either to be on those ranks, because last season finished legend on Standard.
Maybe they improved match making so that people with big collection and a lot of experience (which can be accounted for by played games) meet (as often as possible) similarly equipped and experienced people.

you can buy all preorders, play 1 hour a day and still be casual.
I don't know where you find a correlation of money=hardcore player
Even if you play casually, after a few months you can make at least one complete full top tier deck.
Maybe 4-5 years ago netdecking wasn't as popular or easily found as it is now as well.
You may find full lists in rank 20-25, but maybe it's the only deck they have, and after a while having only one really good deck gets boring fast and most people won't play as much so you kinda get stuck on certain rank brackets.
Previously those low ranks needed only two or three starts to advance, but now it's five. While you do "fall down" much less than before, you still have to play more games. Considering most people at those ranks most likely aren't great pilots, they also probably win-lose-win-lose a lot.
There should probably be benchmarks you can NEVER get below once you pass them.

There may be some benefit to the idea of permanent rank benchmark minimums, but the idea isn't completely beneficial either. Say that your average skill keeps you between rank 15 & rank 11. Then you take a break from the game and miss out on a few expansions. Your collection for either format may possibly be outdated and the average person you face in that bracket can now stomp you. Since you can't go below rank 15 you are forced to "Choke on your suffering!" and grind through more losing games when completing quests if you do them in ranked and/or rank up with a lower win rate until you can catch yourself back up in terms of your collection.
Blizzard giving much more free stuff now than before, when I start playing for 2 months I only afford for a very agressive rogue deck lose for everything having any healing, now, you get free legendarys in each expansion, legendary for sure in first 10 packs, no duplicated legendarys and more easy reward in quests.
There is also an observational bias on this. Because if a person has only 2 legendary cards, but they are both drawn and played in the game against you then it appears they have a huge collection - which might not be true.
Well it's just bound to happen, the game is getting older and everyone will eventually get a pretty large collection and also at some point the game will stop to get new players or at least it'll get a pretty low amount in comparison to the rest of the player base, just think about it like MTG, of course the game gets new players but the numbers are really really low in comparison to 10 or 20 years ago, most people that still play MTG are either old dogs that have been playing for those 10-20 years or maybe people that played for a bit long ago and just wanted to come back and check the game again.
Your opinion is also completely non-objective as you only play 1 game against each person and probably never ever see them again, specially at low ranks so while they might have 1 tier 1 deck which is an absolute net deck it doesn't mean they have more than that, on a game that only gets more expensive as time goes on a lot of people can just afford to build either a couple of subpar decks or a really strong one and if they one to win that one ridiculously obvious net deck might be the best choice if you really think about it.
Once for fun I take a 9 legendaries Control Warrior deck go to play Wild rank 25 to make fun of some noobs there , I lost my first game vs a ramp druid with even more big legendaries.

New players shouldn't really start playing in wild. While I feel the mode is actually more friendly for f2p players in the long term since you can complete a wide array of decks and do well with a number of them in casual or ladder, without the need to chase the top decks like in standard each meta, it will be brutal when first starting. I feel this is why new players to the game and/or wild format have the experience of getting crushed in low ranks, because there are many more players who have amassed complete decks for a variety of classes, even if they aren't using all of the tier 1 decks.
Another thing to consider is that standard players who don't naively dust their collections with each expansion/rotation can jump into wild at any time. These players will have a sizable collection from previous standard metas (which are automatically wild ready as well) and will have to start out at rank 25 if they haven't tried the format for months. This contributes to why it looks like everyone has all of the cards.

People don't play/rank up as much I think so there are a large concentration of older players at lower ranks, from being set back every season.
