They nerf cards from time to time, but why don't they buff cards that are straight-up bad? I understand that there are far more bad cards than overpowered ones, but I'm thinking they could maybe buff legendaries, like Duskfallen Avianna and such. Legendaries in sets which probably will never ever work.
Blizzard doesn't really balance their card game idk why. Every other card game has almost monthly balance patches to change the meta but Blizzard just waits 4 months for the meta to get hella stale so they can mooch money off you every expansion. Really twisted and fucked up.

If they are not working in the T1 meta decks, it does not mean they are not working. It also does not mean, it will never work. Maybe the next expansion?
Numerous reasons - this is an f2p game with craftable cards, so everyone knows players will DE bad legendaries, so if those get buffed one day, it would be unfair. Reverse situation with card nerfs - you get full dust refund for a nerfed card to compensate your investment in it. If you DE a bad card only to see it buffed next month, you'd be pissed, because there wouldn't be a way to compensate you.
Second - money. If only a part of the card pool is good, people will play/invest more to get the cards they really want. That's the gambling spirit, which comes with card games. It was the same with physical Magic: The Gathering when I was a kid, it's the same with Hearthstone, Gwent etc.
Third - it's very hard to make a set that contains only good cards, or simply many good cards. If we had more good cards, it would make meta even more stale and newer sets would have problems surpassing previously made cards and bringing something new to the game. Look at KaC, or MSoG - you got some pretty strong cards there and Hearthstone meta was (with KaC - still is) shaped by that expansion.
I do understand your point though. Unfortunately, I do not trust Blizz to do their job properly when it comes to balancing cards.
Blizzard is lazy, and they don't have any threats to Hearthstone right now, but that might change in the near future (I hope). Also, it's all about $$$ for them, and they don't invest a lot into the game.

The whole reason Naga Sea Witch is nerfed, is actually because it got a unintended buff for playing giants, when they tried to fix the consistency of mana effects from cards. Before that change I have never seen that card being played competitively, although it would maybe unnerfed had a place in some 'big' decks, but those only came after sea witch was rotated.
I think a lot of people have said it, it is hard to balance cards and bad cards need to exist for good cards to shine. I'm also convinced that some bad cards will become good or better over time with new expansions and synergies. Purify was deemed very bad, but still found a place in silence priest, which was not a god tier deck but saw play. Buffing also means a card can become the next cancer and ending up getting nerfed again, which is also a bit besides the point.

Because its easier to nerf problem cards rather than buffing half a card pool to be able to compete with the OP cards.
The technology just isn't there yet.
Bad cards are needed in order for good cards to exist.
If all cards are equally good, then all cards are equally bad.
Bad players whine.
Good players adapt.
They buffed molten giant :P Or rather "renerfed" it.
Instead of buffing a card, I think they would prefer creating an improved version in a new expansion
