Just something I was thinking about the other day. For F2P players, collecting enough cards and getting enough dust to craft cards can be tough, especially for strong legendary cards that can amplify a deck's power level (sometimes by insane amounts). Now this is slightly mitigated by the pity timer giving you a legendary once every 20-30 packs, but instead of saving up 1600 dust for one legendary I think it's arguably better to save 1600 dust for 4 epics.
I craft based off what takes the least investment or what I already have most the cards for. Say, if the only cards you're missing for a powerful deck are a couple expensive cards then you should craft some of those expensive cards, if you're missing most of the deck then maybe be cautious about spending that dust.
Also, try playing the deck while it's incomplete and see how you like it before you decide if it's worth finishing. If you're F2P you're gonna be stuck with whatever deck you complete for a while. You can climb pretty far into the ladder on an incomplete deck, when I was F2P I used to play incomplete decks on ladder and if I climbed far I would consider crafting the rest of the deck to get farther.
This might seem like obvious advice, but it's important I think.
With a deck already having Sludge Belchers, I'd much rather upgrade it with N'Zoth than two Obsidian Statues. Same goes for when eventually one already has enough epics to complete a deck.
I honestly just scrolled through the list of all legendary cards and thought what has value. I could have listed at least 12 examples honestly, like Dr. Boom but just didn't since I had very little experience with the card.

The main reason I say this is utility. Now are there legendary cards out there with tons of utility? Yes, Baku the Mooneater, Tirion Fordring, Kel'Thuzad, The Lich King, and pretty much all of the hero cards to name a few. But there are so many more epic cards out there to put in your decks that can boost it to insane levels of power: Obsidian Statue, Vilespine Slayer, Ultimate Infestation, Voidlord, Meteor, Faceless Manipulator, and so many more that can swing the battle for you in just a few small turns.
So maybe take this as a recommendation for newer players or players with limited dust: four epics might serve you better than one legendary.
