I've been a F2P player until this expansion that I finally bought the pre-order, and it always has bothered me the number of packs I need to open in order to have new cards. Once you are left with only needing around 10 rares and half of the epics, it is just imposible to open one you don't own in your collection. I've seriously cried openning an epic I didn't have once after five repeated ones in a row.
We know that by putting a little more money into the game you can get them with the extra dust, but I just want to eliminate the frustration that comes with this kind of streaks. How about introducing a pitty timer for openning new cards? It could be something like your 3th or 4th epic is guaranteed to be not in your collection and the 20th for the rares, just to say reasonable numbers that are around the legendaries pitty timer (40 packs, 20 in average). I think it would increase the number of players in the game if this was introduced, as they could build decent decks more easily.
Might be interesting way to incentivize that ‘maybe the next pack’ mentality. Would be an interesting thing for Blizzard to look over for trying to figure out how it would affect them financially.
I kinda getcha. I'm a F2P player since 2014, and the feeling when you open the same rare/epic cards wich you already own duplicates of them is a frusrating experiance indeed, when the game could have given you a differnt card of the same rarity in wich you don't own.
Technically speaking, the best thing would be to impose the same rule as with Legendaries, you could only open Epics if you didn't own both copies of them. I sure would appreciate it, and I spent a fuck ton of money every expansion, it would just make the process a better experience, I'm not going to spend any more money than I do right now (and probably not less either because I still need Dust for Legendaries and such), it would just improve the experience without any downside when it comes to me, obviously from a personal perspective.
I do know it could change the spending habbits of other players and that is likely why it doesn't happen.

It's not like you're getting screwed by the RNG, though, which is why the legendary pity timer was introduced. Probabilistically it's expected to open 40 dust pack after another at that point, so to be blunt you're making a poor decision at that point by continuing to buy packs instead of saving for the next expansion.
Other than the frustratingness there's of course the card collection side, too. Having spent ~50€ on the game (and admittedly being a quite long time player) that's about the collection size I've been able to keep up, and I've never had trouble both building some meta decks while also affording to experiment with almost all the meme decks I wanted to. To be honest, I just don't think a full collection should be a reasonable goal for anyone - the real question is how many cards do we need to enjoy the game. Then there's the absolute collection versus the proportionate collection thing: I don't think there's any difference between owning 40/40 or 40/50 rares from a set of course, so would we be complaining if the amount of cards we can collect was the full collection but we could still collect all of them?

for blizzard as a company - bad idea. less packs = less money
Another good idea, don't spend another penny on this game and stay F2P.
