I was fooling around with an egghunter (which is btw very funny even for someone like me who plays almost exclusively control decks) and I was wondering : Why can't 0-ATQ minions, like Nerubian Egg, attack an enemy, without damaging him ? This would make the Eggs another kind of threat where you have to be careful with your board, not to give your opponent a free egg hatching.
Because it's in the rules of the game. Same reason why we start with 30 life instead of 40, because those are the rules of the game. Also if 0 attack minions could attack, they would never print a card like Nerubian Egg.

Why can’t a zero attack minion attack? It has no attack. How can you attack with no attack. That’s like asking why a 0 health minion dies even if it’s not been damaged.

If your hands are sticks, can't you insult someone whose hands are bigger then your head? Even when you are weak you can try. But you will lose :)
0 attack minion normally represent things that can't actually move or interact with their surroundings, like eggs or training dummys. It makes sense that they have 0 attack. It is true that there are other minion that can't attack but have a non-zero attack value, but their flavor is that they are "sleep" until somethings activates them (like the plant from Un'goro or the 4/5 Statue).

If your hands are sticks you have 1 attack. If you are an egg with no hands you can't walk, let alone attack. 0 attack is essentially being so weak that you are stationary.
in MTG you could, because you can still buff them in "mid-combat". since eharthstone doesn't have that, there's no point why they should be able to attack, it makes no difference whatsoever

You can't interact with the board state during your opponents turn.
The entire point of eggs is that they do something extremely powerful for the mana cost but they require some deck building strategy to activate their effects. If you remove that deck building cost, you just have a bunch of overpowered effects on one mana cards. How does that seem like a good idea?

0 means nothing. If you have nothing you can't attack something because it's nothing.
