Honestly, i think the OP is onto something however their recommendations are too extreme. Netdecking does kill the fun of this game (does anyone actually enjoy playing against the same 3 decks all the time?) and playing in casual mode offers no reward. Team 5's usual response to this issue is "Random makes the world go round!" but the community has voiced far too frequently how much they disdain random.
If anything, in upcoming expansions, Team5 needs to focus on creating a more versatile pool of cards that offers more creativity in decks, rather than forcing an archetype which pales in comparison to an actual metagame. As a player since the release of Naxx, I found they were onto something during the Un'goro meta. Although quests were the "forced archetype" it was the general pool of cards that really brought the game together and gave every class multiple deck options. It was during that meta you could really be experimental with deckbuilding and still create viable decks against the metagame. I could easily say the same thing about the introduction of Death Knights, but we all know they dropped the ball with the rise of Druidstone.

But here's the thing... meta decks and netdecks will always be there but this is not necessarily a problem, in my vision it only becomes an issue when it last too long and only for old players who play competitively. So, new players, casuals and f2p should not be affected by any decision to improve that.
I've been thinking in how to do that and my best result is: create another game mode where they can rotate cards/classes frequently (weekly maybe) based or not on which cards are staples, it has higher win rates or simple power level etc. And also create some sort of "highlighted hall" where few meme cards, low level or even classes will be rotating and players will get small rewards for including them in their decks.
Meta will keep existing, as well as netdecks in this mode but they will be much less stationary, it'll reward deck builders, encourage new players to becomes hardcore and expands their collections and long-term players will have something always fresh.
I'm not sure if they are looking for something like that or even if is practicable to do it but this is my suggestion
