If you have the card at the time that it's nerfed, you'll receive the full dust cost of the card back. If you have golden versions, you'll only get the dust for those, the most expensive version of the card.
As of now, we don't know which cards will be nerfed in the next update.
They typically allow you to disenchant the nerfed card for full dust value. For example if they nerfed Tarim you can disenchant him for 1600 dust rather than the usual 400.
Whenever a card is nerfed you’ll be able to Disenchant every copy of that card you own for their full dust value. So for example, if they nerfed Baku and Witching Hour, then you would be able to Disenchant every copy of each of those cards for their full value that you would normally create them for, this including any golden copies of the cards you may own as well.
I’m not entirely sure what will be nerfed however, as I don’t believe it’s been announced yet (I could be wrong), but one thing you need to be sure about is to wait until the patch comes out that they nerf the cards in. Once that patch comes out you can Disenchant the cards for their full value, otherwise you’ll be disenchanting them for their normal value.

This is only for when they send a card to hall of fame. You need to Disenchant the cards of you want any dust from them when they get nerfed.

Explain to me why my Shudderwock doesn't let me disenchant it for full dust value then.

They don't consider it a nerf, since it's barely affected in terms of how good it is.

Because Shudderwock wasn't technically nerfed. A battlecry cap isn't a nerf. Changing cost or text, etc, is a nerf.
Can anyone explain the refund policy to me cause I heard that you have some cards that are about to be nerfed they’ll give you some dust back?
