It always like this. People have different opinions regarding what is "fun and balanced" and what is "OP and rage-inducing". This has happened before and Blizzard have never nerfed every single deck the community has complained about.
Of your list, the deck I expect to be affected are the warlocks and paladins. With the addition of Spiteful and Quest Rogue, but I'm not certain about this two.
I think Spiteful Summoner will be receiving a (hopefully) small nerf so it's still powerful, but not an 'You have an answer to this or you die' card. I think it could be a 1/1 itself to be a more powerful Big-Time Racketeer or it could make the summoned minion a 5/5 for a total of 4/4 + 5/5 in stats which is still fairly powerful.
I also expect the Justicar/Baku Hero Powers to be adjusted a little, at least for Paladin anyways. I think it will be changed to make one 3/1 or 2/1 guy so normal hero powers like from Mage, Rogue, and Druid can keep up a little better.
Lastly, I think one, maybe two cards commonly run in Cube/Control Warlock deck will see a change or two. I hope Kobold Librarian will be made a 1/1 if it sees a change. The Warlock decks have very few weaknesses if they find one of those early on. Reducing its attack to 1 would allow it to trade less effectively and make Warlock the late game/control deck it is supposed to be.
Dark Pact or Defile should see a one mana cost Increase as well, They are simply too efficient. Compare to Play Dead and Warpath. Play Dead offers no survivability, and Warpath costs 2 and 4 times as much or more to do the exact same thing as Defile.
Cubelock, Odd Rogue, Quest Rogue, Spiteful Druid, non-Quest Odd Control Warrior, Control Priest, Evenadin, Murlocadin, non-Odd Quest Warrior, Oddadin, Keleseth Tempo Rogue.
Now, real metas don't quite operate like the simulation: people will play fun decks for fun, or blindly copypasta whatever dumb deck TempoStorm says is good. But if it's not on my list of eleven decks, then it's ALREADY possible for the meta to turn against an archetype so hard it becomes unplayable. There is zero reason to nerf any Tempo Rogue card, for example.
I recommend the following nerfs (and one nerf/buff):

The only thing wrong with it is that it encourages an impatient playerbase that is never satisfied even with us having 3 whole expansions a year. That creates ripe ground for a toxic gaming community.
In addition, WAY too many players think that just because you knock 1-3 decks that are tier one out of that high status that it will massively change the meta. That isn't usually the case. So we knock Cubelock, Odd Pally, and Spiteful Druid from tier 1 status. That isn't going to suddenly make Haddronox Druid, Even Pally, standard aggro pally, Quest Rogue, & Spiteful Priest disappear from the meta. Players don't seem to understand that little detail.

I'm not sure how many players think nerfing Tier 1 decks will make Tier 5 garbage playable, but I doubt it's a majority. Furthermore, a moderated version of that belief isn't deluded: nerfs that are done properly (that is, nerfing Tier 1 down to Tier 2 or 3, not into oblivion) can create a more diverse meta by making more Tier 3 decks rise to Tier 2, and more Tier 4 decks rise to Tier 3. I think it's very unusual for an archetype to go up more than 1 tier this way, but it's not as if nerfing powerful archetypes doesn't create a power vacuum waiting to be filled.

You sound wise and sage but I pray you forgot the overlooked Naga Sea Witch. That card needs to simply make all cards cost FIVE.

Congratulations, you've failed miserably. The only good nerf you showed is the Siphon Life one, and even then it was not an original idea.
The “community” is largely a bunch of cry babies. Even if all the decks that OP listed got nerfed, they would start crying about the new decks that will emerge.

The thing is, if you play warlock you think paladin is op, if you play paladin you think priest is op, if you play priest you think rogue is op.

From control theory, if you get wrong the speed on which a specific deck changes into the meta it can bring wildly different results. Also a system with so many imputs is very hard to control precisely
New tempo mage is just burn mage, and honestly, if it goes unchecked that could be bad for the game. It's pretty horredous to play against, reminds you of face hunter.

I've been reading a lot on forums and reddit lately. Those are all the decks I've seen people complain about on a regular basis for being broken.
Out of those, there are 2/3 of the Tier 1 & 2 decks.
The Tier 2 decks escaping the outcry (so far) are :
Conclusion : I really hope Blizzard will be extra careful with the action they're gonna take, because this is ridiculous.
I've seen plenty of Tempo Mage hate, but yes, hopefully Blizz will make the correct changes.

I voted for all choices, but I doubt Blizz will nerf them all. Here's my list of suggestions:
Doomguard nerfed to 4 attack
Lacky nerfed to 6 mana
Spiteful nerfed to 8 mana
Call to arms nerfed to 6 mana
Sunkeeper nerfed to 8 mana
Guldan nerfed to 2 damage HP
Dark pact nerfed to 2 mana
Caverns nerfed to 4/4 reward
Librarian nerfed to 1/1
Naga nerfed to "exactly 5 mana"
Most of the nerfs will be mana bumps. Even paladin needs those 2 cards nerfed by 2 mana.
