Hagatha was the free legendary that I received and I would like to make a deck for her, but unfortunately it's difficult to build around her when you have no way of cheating her out. She is essentially useless if drawn as your last card, unlike the Death Knights. Now I understand that she is too powerful to be triggered at the start of the game, like the even/odd decks or be guaranteed in your hand, like the Quests. This did get me thinking about a compromise - what about a trait that would make the card always be shuffled into the top half of your deck (meaning you would see it in your first 15 cards).
I would love to see a deck manipulation mechanic, whether it's looking at top cards of your deck, shuffling cards around, etc. These show up in a number of card games and the closest we have are tutor effects, discover and Tracking. It would really add a bit more of a skill aspect instead of just blind RNG.

Thoughts?
