Well, while yes the reading does say a copy, this situation never came up before so I don’t know how many expected it.
Few did beforehand. However, it came into play during day9's reveal stream including blizzard confirming why and that it was intended. So folks who saw it or REALLY analyzed the thing learned about it beforehand.

Everytime it trigger chain gang it summon one of itself not chain gang is it a bug ?
Technically, Saronite Chain Gang says "summon a copy of this minion." When Shudderwock uses that battlecry, Shudderwock is "this minion."
Bug? No. Poorly thought-out interaction? Probably.
All the battlecry originates from Shudderwock when played, so Saronite Chain Gang's battlecry would summon another Shudderwock since it says summon a copy of this minion, this minion being Shudderwock.
